CITY OF COLTON <br />ENGINEERING DEPARTMENT <br />DBE GOAL -SETTING AND METHODOLOGY <br />FOR FEDERAL FISCAL YEAR 2001-2002 <br />Introduction <br />New Federal Regulations (49 CFR Part 26) governing the Disadvantaged Business Enterprise <br />(DBE) Program became effective March 4, 1999. Part 26 replaced Part 23, Title 49 of the CFR, as <br />the final rule binding on all recipients of DOT -assisted contracts. In July, 2000, CalTrans received <br />approval from FHWA of the local assistance procedures needed to implement the new regulations. <br />Previous DBE requirements (49 CFR 23) are now superseded by the new regulations (49 CFR 26). <br />CalTrans has been entrusted with local agency oversight responsibility for DBE implementation. <br />"Local agencies" includes all recipients of Federal -aid highway funds from FHWA programs <br />administered by CalTrans, including, but not limited to, cities, counties, RTPAs, non-profit <br />agencies, and other state and federal agencies. <br />Local agencies shall submit to CalTrans annual DBE goal information. "Proposed" goal <br />information is due by June 1, 2001 for FY 2001-2002 for preliminary comments. Final goal <br />information is due by September 1, 2001. <br />Determining The Overall Annual Goal <br />The City of Colton's 2000-2001 DBE Goal was calculated using Caltrans' model program. For <br />the 2001-2002 DBE Goal, the City has used methodology dictated by the Economic Development <br />Administration (EDA) of the U.S. Department of Commerce. <br />The City of Colton received an EDA Grant for the following Capitol Improvement Project: <br />EDA PROJECT NO. 07-01-05132 <br />CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS <br />TO SERVE THE COOLEY RANCH AREA. <br />Installation of Sewer Mains, Water Distribution Mains &.Drainage Improvements; <br />Installation of Electrical Conduits, Construction of Reinforced Concrete Box Culverts; <br />Construction of Street Improvements: Curb, Gutter, Sidewalk & HCP Ramps; <br />Construction of New Streets & Reconstruction of Existing Streets; <br />Installation of a 48" Water Distribution Line (Optional Bid Item) <br />Result Of Goal Adjustment <br />As this project is primarily federally funded, the goals for minority and female participation in <br />each trade were furnished by the Economic Development Administration of the U.S. Department <br />of Commerce, and are required for all EDA Grant Projects.
