Based on the entire record before the City Council, all written and oral <br />� evidence presented, and the findings made in this Resolution, the City Council hereby approves the <br />� Housing Element Update, along with the amendments, as set forth in the attached Exhibit "A." <br />' SECTION 2. Based on the entire record before the City Council, and all written and <br />oral evidence presented, the City Council finds the Housing Element Update and amendments <br />' promote the goals and objectives of the General Plan and leave the General Plan a compafible, <br />integrated, and internally cor�sistent statement of policies because they propose goals, policies, uses <br />and densities that are compatibfe with the goals and policies and exhibits of all of the elements of the <br />General Plan. <br />SECTION 3. Compliance with CEQA. As the reviewing and approving body for the <br />Housing Element Update, the City Council has reviewed and considered the information contained in <br />ihe Negative Declaration, Initial Study, and administrative record. The City Council finds the Negative <br />Declarafion and Initial Study contain a complete and accurate reporting of the environmental impacts <br />associated with the proposed Housing Element Update. The City Council further finds that the <br />Negative Declaration, Initial Study and administrative record have been completed in compliancewith <br />CEQA, the State CEQA Guidelines and the City's Local CEQA Guidelines. The City Council further <br />finds that there is no substantial evidence in the administrative record to support a fair argument that <br />the Housing Element Update may result in significant environmental impacts. The City Counal hereby <br />approves the Negative Declaration prepared for the Housing Element Update. <br />SECT{ON 4. The location and custodian of the documents and any other material <br />which constitute the record of proceedings upon which the Planning Commission based its decision is <br />David Zamora, Community Development Director, 650 North La Cadena Drive, Colton, CA 92324. <br />SECTION 5. Effective Date.
