Based on the entire record before the City Council, all written and oral � evidence presented, and the findings made in this Resolution, the City Council hereby approves the � Housing Element Update, along with the amendments, as set forth in the attached Exhibit "A." ' SECTION 2. Based on the entire record before the City Council, and all written and oral evidence presented, the City Council finds the Housing Element Update and amendments ' promote the goals and objectives of the General Plan and leave the General Plan a compafible, integrated, and internally cor�sistent statement of policies because they propose goals, policies, uses and densities that are compatibfe with the goals and policies and exhibits of all of the elements of the General Plan. SECTION 3. Compliance with CEQA. As the reviewing and approving body for the Housing Element Update, the City Council has reviewed and considered the information contained in ihe Negative Declaration, Initial Study, and administrative record. The City Council finds the Negative Declarafion and Initial Study contain a complete and accurate reporting of the environmental impacts associated with the proposed Housing Element Update. The City Council further finds that the Negative Declaration, Initial Study and administrative record have been completed in compliancewith CEQA, the State CEQA Guidelines and the City's Local CEQA Guidelines. The City Council further finds that there is no substantial evidence in the administrative record to support a fair argument that the Housing Element Update may result in significant environmental impacts. The City Counal hereby approves the Negative Declaration prepared for the Housing Element Update. SECT{ON 4. The location and custodian of the documents and any other material which constitute the record of proceedings upon which the Planning Commission based its decision is David Zamora, Community Development Director, 650 North La Cadena Drive, Colton, CA 92324.
