R-26-20 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING. APPROVE CLEAN FUEL <br />REWARD GOVERVERNANCE AGREEMENT AND <br />AUTHORIZE THE CITY MANAGER OR HIS. DESIGNEE <br />TO EXECUTE THE AGREEMENT <br />WHEREAS, It is recommended that the City Council join the Clean Fuel Rewards <br />Governance Agreement and authorize the. City Manager or his. designee to execute the agreement, <br />and; <br />WHEREAS; The Low Carbon Fuel Standard. (LCFS) regulation of the California <br />Resources Board (CARE) provides the issuance of base credits for residential electric vehii <br />charging to electric distribution utilities such as Colton Electric Utility, that participate in the LC. <br />program each quarter, and; <br />WHEREAS, On September 27, 2018., CARB adopted amendments to the LCFS Regulation <br />mandating the development and implementation of a statewide, common -design; <utility <br />program to reduce th price of purchased and leased light -duty, zero emission, plug-in electric <br />electric hybrid: vehicles (ZEVs) at. the point,of sale that is funded by electric utilities LCFS E <br />Credit revenues that are .assigned to the statewide. program according to provisions in. Califo <br />Code ofRegulations Title 13 sections 95.481 . and section 95483 (c), and the Parties have agreed <br />the name for this program shall be the Clean Fuel Reward Program (CFR Program'),. and; <br />WHEREAS, CARBs amended LCFS Regulation... requires; that the CFR Program be <br />initiated through the investor.owned utilities (IOUs), publicly -owned utilities (POUs) and electric <br />cooperatives. (CCOPs) participating in the CFR program, and funded by the. electric utilities (EUs) <br />with revenue from the sale.of LCFS Base Credits pursuant to mandatory EUs contributions of such <br />LCFS Base Credit revenue to the CFR Program in accordance with the minimum percentage <br />amounts determined by EUs.:size set forth in the LCFS Regulations, and; <br />WHEREAS, All participating parties that opt. in agree to. establi8sh. and fund the <br />Program, per the direction of CARB, in an effort to accelerate the.progress towards achieiring the <br />state and national clean energy and. environmental policies through the execution of this agreement <br />in compliance with CARB's directives, including .but not limited to implementation of a. sliding <br />scale incentives. program based on. the ZEV's all -electric operating range and equity for all <br />customers,. and; <br />-1- <br />
