California Edison (SCE) agreed to serve in such a role on a short. term basis provided that <br />the California Public Utilities Commission (CPUC) directed and. CARE has authorized SCE to do <br />so,. and the other EUs agree to have SCE sere in such a capacity subject to SCE's receipt of the <br />CPUCs direction and CARBs authorization to do so, and; <br />WHEREAS, SCE filed Advice Letter # AL.3982-E with the CPUC on April 2, 2019 to. <br />request the CPUC to authorize and direct SCE. to serve as the initial short term administrator of the <br />CFR Program and to effect SCE's proposed implementation plan for the CFR Program on the terms <br />and.conditions set forth in the Advice Letter, :and; <br />WHEREAS, On August 15, 2019, the CPUC. issued Resolution E-5015 adopting and''I <br />approving the Advice Letter and SCE's proposed implementation plan for the CFR Program, <br />subject to certain modifications set forth in Such Resolution (CPUC. Approval), and; <br />WHEREAS, The parties have agreed to appoint.SCE as the initial administrator of the <br />.Program con sistent with theterm and conditions set forth in the Advice Letter, the CPUC Approval, <br />the .CARE Authorization, and this Agreement in order to expedite the implementation of the CFR <br />Program for d the benefit of all. EUs, CARB, and the. State of California, and; <br />WHEREAS., The Parties desire to enter into this Agreement. to set forth the rights; powers, � <br />duties, obligations and liabilities. of. the. Parties concerning the conduct; operation, and <br />administration and funding of the. CFR Program and any fees, costs, expenses and liabilities arising <br />from the administration.of the CFR Program by SCE as the. Program Administrator, including those <br />:an under this Agreement or any agreement entered into by SCE in connection.with its role as <br />the Program Administrator of CFR Program, in each case pursuant to the terms. and conditions <br />of this Agreement, and; <br />WHEREAS, Colton Electric Department (CED) opted into the LCFS program in August) <br />of 201.4, to Secure funds that would provide incentives for residents and businesses in the City of <br />Colton to purchase and. drive electric vehicles (EVs) in the City. In. June of 2018, CED sold its. <br />.LCFS credits for $141,780. The revenue from the sale- of LCFS credits funds the following <br />programs: <br />-2- <br />
