R-36-23 <br /> 2 <br /> 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br /> ADOPTING MOU SIDE LETTERS AND CHANGES TO THE TERMS <br /> 4 AND CONDITIONS OF EMPLOYMENT OF EMPLOYEES IN THE <br /> 5 MOU'S OF THE COLTON FIREFIGHTERS ASSOCIATION (CFFA), THE <br /> COLTON POLICE OFFICERS ASSOCIATION (CPOA), THE COLTON <br /> 6 POLICE MANAGEMENT ASSOCATION (CPMA), THE COLTON <br /> POLICE DISPATCHERS ASSCOCIATION (CPDA), THE COLTON <br /> 7 POLICE CIVILIAN EMPLOYEES ASSOCIATION (CPCEA), THE <br /> TEAMSTERS LOCAL 1932 — GENERAL EMPLOYEES UNIT (GENERAL <br /> 8 UNIT), THE TEAMSTERS LOCAL 1932 — MID-MANAGER EMPLOYEE <br /> 9 UNIT (MMA), INTERNATIONAL BROTHERHOOD OF ELECTRICAL <br /> WORKERS LOCAL 47, WATER/WASTEWATER DIVISION AND THE <br /> 10 INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS <br /> LOCAL 47,ELECTRIC DIVISION <br /> 11 <br /> 12 WHEREAS, the City of Colton (City) desires to implement a compensation market <br /> 13 adjustment to address the current recruitment and retention emergency by bringing up City of <br /> Colton salaries to mid-market with neighboring agencies. This adjustment will assist in the future <br /> 14 recruitment and retention of all city employees' including firefighter medics, police officers, <br /> dispatchers and electric staff. City staff has met and conferred in good faith and fully <br /> 15 communicated and exchanged information concerning these proposed side letters with the <br /> 16 representatives representing these associations. These changes will be included to the existing <br /> MOU's of all nine-employee associations as addendum side letters; as follows: <br /> 17 <br /> 18 WHEREAS, the appointed representatives of the parties agreed on certain matters as <br /> 19 stated in the attached side letters and recommend that the city and the bargaining units implement <br /> these agreements; and <br /> 20 <br /> 21 WHEREAS, the City Council approves Side letter #3 between the City and with the <br /> Colton Police Officers Association (CPOA): In July 2023, association members will received a <br /> 22 ten (10%) percent increase in base salary and an additional $200 month medical contribution in <br /> 23 exchange for extending their current MOU contract of January 1, 2021 —June 30, 2024, through <br /> June 30, 2025. All other contract provision remain the same and in effect; and <br /> 24 <br /> 25 WHEREAS, the City Council approves Side letter #3 between the City and with the <br /> 26 Colton's Firefighters Association (CFFA): In July 2023, association members will received a <br /> ten (10%) percent increase in base salary and an additional $200 month medical contribution in <br /> 27 exchange for extending their current MOU contract of January 1, 2021 —June 30, 2024, through <br /> 28 June 30, 2025.
