R-36-23 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING MOU SIDE LETTERS AND CHANGES TO THE TERMS 4 AND CONDITIONS OF EMPLOYMENT OF EMPLOYEES IN THE 5 MOU'S OF THE COLTON FIREFIGHTERS ASSOCIATION (CFFA), THE COLTON POLICE OFFICERS ASSOCIATION (CPOA), THE COLTON 6 POLICE MANAGEMENT ASSOCATION (CPMA), THE COLTON POLICE DISPATCHERS ASSCOCIATION (CPDA), THE COLTON 7 POLICE CIVILIAN EMPLOYEES ASSOCIATION (CPCEA), THE TEAMSTERS LOCAL 1932 — GENERAL EMPLOYEES UNIT (GENERAL 8 UNIT), THE TEAMSTERS LOCAL 1932 — MID-MANAGER EMPLOYEE 9 UNIT (MMA), INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL 47, WATER/WASTEWATER DIVISION AND THE 10 INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL 47,ELECTRIC DIVISION 11 12 WHEREAS, the City of Colton (City) desires to implement a compensation market 13 adjustment to address the current recruitment and retention emergency by bringing up City of Colton salaries to mid-market with neighboring agencies. This adjustment will assist in the future 14 recruitment and retention of all city employees' including firefighter medics, police officers, dispatchers and electric staff. City staff has met and conferred in good faith and fully 15 communicated and exchanged information concerning these proposed side letters with the 16 representatives representing these associations. These changes will be included to the existing MOU's of all nine-employee associations as addendum side letters; as follows: 17 18 WHEREAS, the appointed representatives of the parties agreed on certain matters as 19 stated in the attached side letters and recommend that the city and the bargaining units implement these agreements; and 20 21 WHEREAS, the City Council approves Side letter #3 between the City and with the Colton Police Officers Association (CPOA): In July 2023, association members will received a 22 ten (10%) percent increase in base salary and an additional $200 month medical contribution in 23 exchange for extending their current MOU contract of January 1, 2021 —June 30, 2024, through June 30, 2025. All other contract provision remain the same and in effect; and 24 25 WHEREAS, the City Council approves Side letter #3 between the City and with the 26 Colton's Firefighters Association (CFFA): In July 2023, association members will received a ten (10%) percent increase in base salary and an additional $200 month medical contribution in 27 exchange for extending their current MOU contract of January 1, 2021 —June 30, 2024, through 28 June 30, 2025. All other contract provision remain the same and in effect; and
