1 Police Chief <br /> 2 Public Works and Utility Services Director <br /> 3 In addition, any other position created by the City Council and specifically designated by the <br /> City Council to be included in the Executive Group shall be included, even before this <br /> 4 Resolution is amended accordingly. <br /> 5 <br /> Section 5. At-Will Employment; Agreements. With the exception of the City <br /> 6 Engineer, who is subject to the City's civil service system, Employees within the Executive <br /> Group are at-will employees as they have been excluded from the City's civil service system <br /> 7 <br /> pursuant to Colton Municipal Code Section 2.48.150, and as such are subject to termination <br /> 8 with or without cause or notice, and without right of appeal or hearing. As provided for in <br /> Colton Municipal Code Section 2.16.070(B)(5), the City Manager may enter into at-will <br /> 9 employment agreements with Executive Group employees to the extent that the terms and <br /> 10 conditions of such employment agreements are not inconsistent with or contrary to the terms <br /> and conditions of this Resolution, any salary range adopted by the City Council, or any other <br /> 11 City policy or procedure. The City Council also authorizes the City Manager to enter into an <br /> employment agreement with the Assistant Director of Public Works and Engineering and the <br /> 12 Assistant Director of Utility Operations to the extent that the terms and conditions of such <br /> 13 agreements are not inconsistent with or contrary to the terms and conditions of this <br /> Resolution, any salary range adopted by the City Council, the City's civil service system, or <br /> 14 any other City policy or procedure. <br /> 15 Section 6. Management Rights; Working Hours/Days. The City Council and City <br /> 16 Manager retain all management rights and have no meet and confer obligations with the <br /> Executive Group. Within management rights, the City Manager reserves the right to change the <br /> 17 work schedule, working hours, and working days of any Executive Group employee. Such <br /> 18 changes include requiring Executive Group employees to work a 9/80 (i.e., alternating Fridays <br /> off) or Monday through Friday. A two-week notice will be provided prior to said change(s) <br /> 19 being made. <br /> 20 Employees shall be required to work during such hours as necessary to carry out the duties of <br /> 21 their position, as designated by the City Manager and such hours may be varied so long as the <br /> work requirements and efficient operations of the City are assured. <br /> 22 <br /> 23 ARTICLE II <br /> COMPENSATION <br /> 24 <br /> Section 1. Salary Table; Salaries. The salary ranges for Executive Group <br /> 25 employees shall be as provided in the City's comprehensive salary table, as such table may be <br /> 26 amended from time to time. The specific base salary to be paid to individual Executive Group <br /> employees shall be provided in an at-will employment agreement executed between the City <br /> 27 Manager and employee, which amount shall be within the approved salary range for their <br /> 28 position. <br /> The City shall provide the following salary increases: <br /> • Effective July 1, 2023, there shall be a 3% across the board salary increase. <br />
