BUILDING 1 (DAP-001-668) CONTAINS 474,021 SQUARE <br /> 6 FEET IN FLOOR AREA AND BUILDING 2 (DAP-001-716) CONTAINS 456,445 <br /> SQUARE FEET OF FLOOR AREA, A CONDITIONAL USE PERMIT (DAP-001- <br /> 7 668) TO ALLOW BUILDING 1 WITH 130 FEET BUILDING HEIGHT INSTEAD <br /> 8 OF 50 FOOT MAXIMUM HEIGHT LIMIT; VARIANCE (DAP-001-668) TO <br /> ALLOW 114 PARKING STALLS FOR BUILDING 1 WHEN 314 PARKING <br /> 9 STALLS ARE REQUIRED; TENTATIVE PARCEL MAP NO. 20358 (DAP-001- <br /> 668 & 716) TO CONSOLIDATE LOTS FROM 11 PARCELS TO 2 PARCELS; <br /> 10 HISTORIC MAJOR CERTIFICATE OF APPROPRIATENESS (DAP-001-668 & <br /> 11 716) TO DETERMINE IF THE PROJECT IS CONSISTENT WITH <br /> REQUIREMENTS OF THE HISTORIC PRESERVATION ORDINANCE, <br /> 12 LOCATED AT 1400 AND 1500 AGUA MANSA ROAD WITHIN THE HEAVY <br /> INDUSTRIAL (M-2) ZONE (FILE INDEX NO: DAP-001-816) <br /> 13 <br /> 14 WHEREAS, an appeal application (File Index No. DAP 001-816) was filed with the City <br /> of Colton by Marlene Salazar-Pongs,property owner, appealing the determination of the Planning <br /> 15 Commission of May 9, 2023 pertaining to case projects DAP-001-668 and DAP-001-716 located <br /> in the M-2 (Heavy Industrial)Zones within the Agua Mansa Historic District; and <br /> 16 <br /> WHEREAS, on June 20, 2023, the City Council of the City of Colton held a duly noticed <br /> 17 public hearing at which time all persons wishing to testify in connection with the application were <br /> 18 heard and the application was fully examined; and <br /> 19 WHEREAS, on August 20,2013 (Resolution No. R-60-13),the City of Colton,as the lead <br /> agency under the California Environmental Quality Act ("CEQA"), certified a General Plan <br /> 20 Environmental Impact Report("General Plan EIR") and approved the General Plan on August 20, <br /> 21 2013; and <br /> 22 WHEREAS, as part of its approval of the General Plan, City adopted Findings of Fact, <br /> Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for <br /> 23 the General Plan; and <br /> 24 WHEREAS, pursuant to CEQA Guidelines section 15183, projects which are consistent <br /> with the development density established by existing zoning, community plan, or general plan <br /> 25 policies for which an EIR was certified shall not require additional environmental review, except <br /> 26 as might be necessary to examine whether there are project-specific significant effects which are <br /> peculiar to the project or its site; and <br /> 27 <br /> WHEREAS, Lineage Logistics is seeking City approvals to allow for the construction and <br /> 28 operation of a new warehouse/office building at 1500 Agua Mansa Road("Project"); and <br />
