The provisions for vehicular parking and for vehicular and Pedestrian circulation on the <br /> site, and onto adjacent public Right-of-Way will not create safety hazards. <br /> 2 <br /> 3 The Project is designed with two driveways (Driveways #3 and 4) which will provide truck <br /> access to the site. Driveway #3 will be shared with 1500 Agua Mansa Road. The size and <br /> 4 location of the driveways have been evaluated by the City's Traffic Engineer and are <br /> 5 determined that they will not create safety hazards. Furthermore,the Traffic Impact Analysis <br /> (TIA) for the project has evaluated the vehicular circulation onto adjacent public rights-of- <br /> 6 ways and contains a list of off-site improvements which will eliminate safety hazards. These <br /> improvements include the installation of a traffic signal at Driveway#3 on Agua Mansa Road, <br /> 7 the dedication of necessary right of way of 90 feet for full-street width and three(3)additional <br /> feet of landscaping easement along the entire south side of the entire project frontage on Agua <br /> 8 Mansa Road. <br /> 9 <br /> The TIA also concluded that there are no movements that are anticipated to experience <br /> 10 queueing issues during the weekday AM or weekday PM peak traffic flows. As such, the <br /> design of the project including the number, spacing, size of the driveways, subject to <br /> 11 conditions of approval, together with the widening of Agua Mansa Road and the installation <br /> 12 of the traffic signal at Driveway#3,the project is not anticipated to create safety hazards. The <br /> provisions of on-site vehicular parking which consists of 271 passenger parking spaces (269 <br /> 13 required) and 123 truck trailer parking spaces, will not create safety hazards as the parking <br /> 14 layout conforms to required aisle width and parking space dimensions. <br /> 15 2. The bulk, location and height proposed will not be detrimental or injurious to other <br /> development in the neighborhood or result in the loss of or damage to unique natural or <br /> 16 topographic features of the site that are important to the environmental quality of life for <br /> 17 the citizens of Colton, and the Project is feasible in a manner that will avoid such <br /> detrimental or injurious results or such loss or damage. <br /> 18 <br /> The project is consistent with the development standards for the M-2 zone which are <br /> 19 specifically designed to ensure development within the M-2 zone will not be detrimental or <br /> injurious to other development in the neighborhood or result in the loss of or damage to unique <br /> 20 natural or topographic features of the site. These standards include setbacks, screening <br /> 21 requirements, landscaping, and height and floor area ratios. The site is currently vacant and <br /> surrounded by industrial uses. As designed, the project will not be detrimental or injurious to <br /> 22 the surrounding area including the two adjacent residential units. Extensive environmental <br /> analysis conducted for the project concludes that the project will not have detrimental effects <br /> 23 to the surrounding environment related to noise,air quality and traffic impacts. The site does <br /> not contain unique or topographic features that are important to the environmental quality of <br /> 24 life for the citizens of Colton. <br /> 25 <br /> 3. The provisions for on-site landscaping provide adequate protection to neighboring <br /> 26 properties from detrimental features of the proposed Project that could be avoided by <br /> adequate landscaping. <br /> 27 <br /> 28 <br />
