Council Discussion <br /> Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: <br /> Human Resources Director Thomas Cody and City Attorney Carlos Campos. <br /> Motion and Second by CM Gonzalez/MPT Toro to Waive Full Reading, Read by Title Only, and Pass the First <br /> Reading of Ordinance No. 0-07-23 and Approve and Adopt Resolution No. R-61-23, Increasing Council <br /> Salary/Auto Allowance/Medical Contribution. <br /> Subsequent Motion and Second by CM Chastain/ CM Echevarria to apply a 5% increase to the Mayor and <br /> Council's base salary for each year starting back in 1988 to present instead of increasing their current base <br /> salary by 10% as was originally proposed. <br /> Vote: Subsequent Motion Failed with MPT Toro, CM Gonzalez, and Mayor Navarro voting no. <br /> Vote: Motion to Waive Full Reading and Pass the First Reading of Ordinance 0-07-23 and Approve and Adopt <br /> Resolution R-61-23 Passed, with MPT Toro and CM Chastain voting no. <br /> (8) Contract Amendment- William R.
