Section 14. Holidays: Add thereto: " when a Holiday falls on Saturday, the <br /> preceding Friday shall be observed. " <br /> Section 7. That a new Section be added to Rule XI to be designated Section 16 to <br /> read as follows: <br /> RULE XI <br /> Section 16. Incompatible Employment: Any permanent employee desiring to <br /> accept employment in addition to his City employment shall secure the approval of the <br /> Department Head and the Personnel Officer. No such approval shall be given if the em- <br /> ployment is incompatible with his City responsibilities. The incompatability may arise <br /> from either the time of work on the outside and its possible effect upon availabilities <br /> for City employment; from the nature of the work on the outside which might give rise <br /> to possible conflict of interest or to a public belief that a conflict of interests would <br /> exist; or from the nature of outside employment sufficiently fatiguing or hazardous as f <br /> to reduce the prospects of availability for City employment when and as needed and <br /> in proper physical condition to perform the duties required. In interpreting this in- <br /> compatibility it shall be recognized that many City positions require the availability of <br /> employees at times additional to their normal hours of employment. <br /> Section 8. That Rule XIV, Section 1 be amended to read as follows: <br /> RULE XIV <br /> Section 1. Discharge: An employee in the competitive service may be dis- <br /> charged at any time by the Personnel Officer for cause. Such discharge shall be made <br /> by the Personnel Officer upon recommendation of the Department Head concerned. Any <br /> employee who has been discharged shall be entitled to receive a written statement of the <br /> reasons for such action and to a hearing if he so requests, as provided in the personnel <br /> ordinance and these rules. <br /> Section 9. That Rule XV, Sections 1 and 5 shall be airaended to read as follows: <br /> RULE XV <br /> Section 1. Complaints: Any employee in the competitive service shall have +.. <br /> the right to appeal to the Civil Service Board relative to any disciplinary action, dis- <br /> missal, demotion, or alleged violation of the personnel ordinance or rules, except in <br /> instances where the right of appeal is prohibited by the personnel ordinance or these <br /> rules. The e. -.ployee, may file a complaint in writing with the Personnel Officer. <br /> Such a complaint shall be filed within three (3) days after receipt of notice or three (3) <br /> days after the action or alleged violation, whichever is later. It shall be the duty of <br /> the Personnel Officer to inform each of the Personnel Board Members and the Depart- <br /> ment Head or other persons complained against of the filing of the complaint. <br /> -3- <br />
