T 1 <br /> Section 3. Qualification and Disqualification: On approval of application, <br /> applicant may be admitted to the examination. The Personnel Officer may reject any <br /> applicat•ion which indicates on its face that the applicant does not possess the minimum <br /> qualifications required by the announce::ient for the position or required for the position. <br /> Applications shall be rejected if the applicant is not a citizen of the United States, is <br /> physically unfit for the performance of duties of the position to which he seeks appoint- <br /> ment, is addicted to the habitual excessive use of drugs or intoxicating liquor; has been <br /> recently convicted of a crime involving moral turpitude; has made any false statement <br /> of any material fact, or practices, or attempted to practice, any deception or fraud in <br /> his application, Whenever an application is rejected notice of said rejection with <br /> statement of reason shall be mailed to the applicant by the Personnel Officer. Defective <br /> applications may be returned to the applicant with notice to amend the same, providing <br /> the time limit for receiving applications has not expired. Rejected applications may <br /> subsequently be accepted on a showing that the applicant does possess the necessary <br /> qualifications. <br /> Section 4. That Rule VIII, Section 4 be amended to read as follows: • <br /> RULE VIII <br /> Section 4. Removal of Names From Lists: The name of any person appear- <br /> ing on an employment, re-employment or promotional list shall be removed by the <br /> Personnel Officer if the eligible person requests in writing that his name be removed, <br /> if he fails to respond to notice of certification mailed to his last known address, if he <br /> has been certified for appointment three times and has not been appointed, has been <br /> convicted of a felony or misdemeanor involving moral turpitude; on proof of fraud or • <br /> false statement; for failure to appear for work after notification or if an appointment <br /> has been declined for unsatisfactory reasons. <br /> Section 5. 'That Rule IX, Section 8 be amended to read as follows: <br /> RULE IX <br /> Section 8. Residence: Regular employees of the City shall live within the <br /> City, except that regular e -,.ployees living outside the City on July 1, 1961, may con- <br /> tinue to reside at the residence they then occupied. New appointees not residing inside <br /> the City shall move into the City within thirty (30) days after the time they complete <br /> their probationary period. An employee who moves outside the City shall be removed <br /> from the payroll. <br /> Section 6. That Rule XI, Sections 5 and 14 be amended to read as follows: <br /> RULE XI <br /> Section 5. Deferring Annual Leave: No employee may accumulate more <br /> than 20 working days of vacation leave. Any eligible employee with the consent of the <br /> head of his department may defer one calendar week of his annual vacation to the suc- <br /> ceeding calendar year, subject to the other provisions of this rule. Deferment of a <br /> larger amount may be made under the provisions of the preceding Section. A written <br /> report of each deferred vacation signed by the proper department head, noting the <br /> details, shall be kept on file with the Personnel Officer. <br /> -2- <br />
