1 effects of the Regional Plan Update, and included an analysis of the environmental effects and mitigation <br /> 2 that would occur in the City of Colton resulting from the implementation of the Regional Plan Update; <br /> 3 and <br /> 4 <br /> 5 WHEREAS, on June 14, 2023, the San Bernardino Council of Governments considered <br /> 6 approved the Addendum prior to adoption of the Regional Plan Update; and <br /> 7 <br /> WHEREAS, the Regional Plan Update includes baseline GHG emissions attributable to the <br /> 8 <br /> areas within the jurisdictional control of the City of Colton, future projections out to year 2030 on how <br /> 9 <br /> GHG emissions will change over time in Colton, an SB 32 compliant Reduction Target for the City of <br /> 10 <br /> Colton, new and revised local reduction measures for the City of Colton to implement, and a quantified <br /> 11 demonstration showing that implementation of the State, regional, and local reduction measures will <br /> 12 reach the Reduction Target within the City of Colton; and <br /> 13 <br /> 14 WHEREAS, the City of Colton, using the technical information in the Regional Plan Update, <br /> 15 has prepared the 2023 Climate Action Plan (CAP) Update that addresses GHG emission impacts and <br /> 16 includes local GHG reduction measures through year 2030; and <br /> 17 <br /> 18 WHEREAS, the 2023 CAP Update, Screening Tables and Addendum were presented to and <br /> 19 reviewed by the Planning Commission at their meeting of November 14,2023; and <br /> 20 <br /> WHEREAS, on November 14, 2023, the Planning Commission recommended that the City <br /> 21 <br /> Council adopt the 2023 CAP Update and Screening Tables, including recommending the following <br /> 22 <br /> additional greenhouse gas reduction measures: (a) Evaluate limiting new gas stations in the City of <br /> 23 <br /> Colton based on citywide saturation levels; and (b) Encourage wind electric power generation <br /> 24 opportunities in the City,where feasible and applicable; and <br /> 25 <br /> 26 WHEREAS, the City of Colton has a more limited approval and implementing authority over <br /> 27 the Regional Plan, namely just as to the City's CAP, and, thus, is a responsible agency for the Plan <br /> 28 pursuant to the requirements of CEQA;and <br /> -2 - <br />
