1 WHEREAS, the City Council of the City of Colton has reviewed the Addendum and finds that <br /> 2 it is consistent with the Public Resources Code Section 2166 and CEQA Guidelines 15162 and 15164; <br /> 3 and <br /> 4 <br /> 5 THE CITY COUNCIL OF THE CITY OF COLTON DOES HEREBY RESOLVE AS FOLLOWS: <br /> 6 <br /> SECTION 1. The 2023 Colton Climate Action Plan (CAP) Update fulfills Federal and State <br /> 7 <br /> regulations relative to analysis and reduction of greenhouse gases (GHG) emissions within the City's <br /> 8 <br /> jurisdictional control, including revised and expanded GHG reduction targets contained in SB 32. <br /> 9 <br /> SECTION 2. The 2023 CAP Update is consistent with the Colton General Plan. <br /> 10 <br /> 11 SECTION 3. The 2023 CAP Update is a plan for the reduction of greenhouse gas emissions at a <br /> 12 city-wide level that complies with the provisions of CEQA Guidelines §15183.5(b)(1) Tiering and <br /> 13 Streamlining the Analysis of Greenhouse Gas Emissions because: <br /> 14 <br /> 1. The 2023 CAP Update quantifies greenhouse gas emissions for both existing(2016 data)and <br /> 15 projected (2030) resulting from land use activities covered within the Colton General Plan; <br /> and <br /> 16 <br /> 17 2. The CAP Update established greenhouse gas reduction targets, based upon substantial <br /> evidence found in SB 32, less than the contribution to greenhouse gas emissions from <br /> 18 activities covered in the Colton General Plan and would be cumulatively considerable; and <br /> 19 <br /> 3. The CAP Update identified and analyzed the greenhouse gas emissions resulting from <br /> 20 categories of actions anticipated within the geographic area covered by the Colton General <br /> 21 Plan; and <br /> 22 4. The CAP Update specifies greenhouse gas reduction measures that substantial evidence <br /> demonstrates once implemented on a project-by-project basis,would collectively achieve the <br /> 23 greenhouse gas reduction targets; and <br /> 24 <br /> 5. The CAP Update, including performance standards and screening tables, monitor the <br /> 25 progress toward achieving the reduction targets, and when corrective action is warranted <br /> 26 based upon monitoring, amend or revise the CAP, including individual GHG emission <br /> reduction measures and screening tables, as needed in order to make corrective actions that <br /> 27 will result in achieving the reduction targets. <br /> 28 <br /> - 3 - <br />
