The City Council of the City of Colton has reviewed the Addendum to the <br /> 2 <br /> previously certified Regional GHG Reduction Plan Programmatic EIR and finds that it reflects the <br /> 3 independent judgment and analysis of the City Council, and that the minor changes and additions <br /> 4 contained in the Addendum are necessary but contain none of the conditions described in CEQA <br /> 5 Guidelines Section 16162 that would require a subsequent EIR. <br /> 6 SECTION 5.
