ATTACHMENT A <br />-� Methodology for Calculating kW Savings: <br />Historic energy use will be compared to post audit/improvement energy use. Also <br />specific appliances and equipment that may be responsible for high-energy use will <br />be metered for demand. Repaired or replacement appliances will be checked for <br />demand or load determined by calculation or nameplate data. <br />Schedule for Implementation of M&V: <br />M&V reports will be submitted on a quarterly basis <br />SCHEDULE: <br />Beginning of June 2001 --- Mail Out Program Application <br />Mid -June 2001 -- Enter Eligible Customers Into Data Base <br />--- Begin Audits and Improvements <br />September 2001 --- 50% of Audits Complete. <br />October 2001 --- Evaluate program, alter as needed for rest of program. <br />2. SINGLE-FAMILY LOW-INCOME HVAC EVAPORATIVE COOLERS PROGRAM <br />General Program Description: <br />This program's goal is to replace central air conditioning that uses from 2,000 to <br />5,000 watts with evaporative coolers that use from 150 to 500 Watts. <br />Low -Income customers residing in Single -Family conventional and mobile homes <br />with central air-conditioning. <br />Method of Delivery: <br />The energy audit would determine the appropriate type and size of evaporative <br />coolers for each eligible customer. The appropriate coolers would be purchased with <br />Colton Public Utilities PB or SCPPA funds. San Bernardino Community Services <br />would deliver and install the coolers. <br />Marketing: <br />Low-income customers eligible for this program would be identified by the energy <br />audit program as being the most likely to benefit by receiving an evaporative cooler. <br />Colton Public Utilities and San Bernardino Community Services would be <br />responsible for contacting, accessing needs and delivering services <br />M&V Implementation Plan: <br />Since evaporative coolers would be installed after air conditioning systems have been <br />checked for energy use. Pre-existing individual and whole house daily use would be <br />compared with after installation conditions. Colton Public Utilities Staff and San <br />Bernardino Community Services would record and evaluate data to verify program <br />effectiveness. <br />M&V would be paid for with SCPPA Funds as part of the SB5X. <br />M&V Key Elements: <br />-> Determination of Baseline Power Usage: <br />Historic bills of qualified customers will be analyzed to determine baseline usage. <br />Also, original air conditioning units will be evaluated to determine energy usage. <br />2 <br />
