ATTACHMENT A <br />CITY OF COLTON <br />CONSERVATION PROGRAM DESCRIPTIONS <br />1. SINGLE-FAMILY HOUSING LOW-INCOME ENERGY AUDIT PROGRAM <br />General Program Description: <br />Single -Family Housing Low -Income Energy Audit Program is part of Colton Public <br />Utilities' (CPU) Low -Income Energy Assistance Program. The overall goal of CPU's <br />Low -Income Energy Assistance Program is to identify the low-income customers <br />with the highest energy bills and perform energy audits to determine the cause of the <br />high bills and to take actions that will reduce energy use and costs. <br />Method of Delivery: <br />The audits will be performed by Colton Public Utilities and San Bernardino County's <br />Community Services Weatherization Division. The audits will determine the major <br />causes of high-energy use and will provide 1. Information to customers on how to <br />reduce energy use. 2. Adjustment, cleaning, tune up or minor repairs of electric water <br />heaters, air conditioners, and refrigerators. 3. Replacement of the most energy <br />wasting electric water heaters and refrigerators with new efficient units. Air <br />conditioning replacement would be covered by the evaporative cooler program. The <br />financial incentive for these program would be reduced energy bills, free services, <br />and possible appliance replacement. <br />Marketing: <br />The major marketing for low-income energy programs will be a bill stuffer <br />announcing a credit on the Public Benefits Charge for income qualified customers. <br />Customers who qualify for this program will have a LI code on the customer billing <br />system that will allow us to print out a list of all qualified customers in order of <br />electricity costs. The low-income customers with the highest bills will be contacted <br />and an audit will be scheduled to determine the cause of the high-energy use. Also <br />customers that apply for county energy assistance will be enrolled in this program. <br />Energy Services, Customer Services, and Community Services will work together on <br />outreach and intake for this program. <br />M&V Implementation Plan: <br />The customers who will receive assistance from this program are targeted based on <br />energy use history, so that an energy use history will be created prior to any audits or <br />work. The prior history will be compared to post audit and improvements energy use. <br />Also specific appliances and equipment will be metered by a plug in appliance meter <br />or a circuit can be monitored with split coil current probes and a recording device <br />such as a HOBO data collection system. Colton Energy Services and San Bernardino <br />Community Services will work together on M&V activities and funding costs are <br />included in this SCPPA funding requests. Some meters and data loggers have already <br />been purchased by Colton Public Utilities as part of it PB program. <br />M&V Key Elements: <br />Determination of Baseline Power Usage: <br />Historic bills of qualified customers will be analyzed to determine baseline usage. <br />1 <br />
