M&V Key Elements: —� Determination of Baseline Power Usage: Historic bills of qualified customers will be analyzed to determine baseline usage. Methodology for Calculating kW Savings: Historic energy use will be compared to post audit/improvement energy use. Also specific appliances and equipment that may be responsible for high energy use will be metered for demand. Repaired or replacement appliances will be checked for demand or load determined by calculation or nameplate data. —� Schedule for Implementation of M&V: M&V reports will be submitted on a quarterly basis. MULTI -FAMILY COMPLEXES/LOW-INCOME HVAC EVAPORATIVE COOLERS PROGRAM General Program Description: This program's goal is to replace the use of central air conditioning that use from 2,000 to 5,000 watts with evaporative coolers that use from 150 to 500 Watts. Low -Income customers residing in multi family housing with central air-conditioning or extremely inefficient window /wall air conditioning units. Method of Delivery: The energy audit would locate the most inefficient air conditioning systems. Because multi family housing units can not use window evaporative coolers, portable coolers that don't have to be attached to the building are the only feasible products for this application. The appropriate coolers would be purchased with SCPPA funds. San Bernardino Community Services would deliver and advise the customer on how to use the coolers. Marketing: Low-income customers eligible for this program would be identified by the energy audit program as being the most likely to benefit by receiving an evaporative cooler.
