ATTACHMENT A <br />M&V Implementation Plan: <br />Since evaporative coolers would be installed after air conditioning systems have been <br />checked for energy use. Pre existing individual and whole house daily use would be <br />compared with after installation conditions. Colton Public Utilities Staff and San <br />Bernardino Community Services would record and evaluate data to verify program <br />effectiveness. <br />M&V would be paid for with SCPPA Funds as part of the SB5X. <br />M&V Key Elements: <br />Determination of Baseline Power Usage: <br />Historic bills of qualified customers will be analyzed to determine baseline usage. <br />Also, original air conditioning units will be evaluated to determine energy usage. <br />-� Methodology for Calculating kW Savings: <br />Measurement of savings will be based on a billing comparison. Colton Public <br />Utilities Staff and San Bernardino Community Services would record and evaluate <br />data to verify program effectiveness. <br />-4 Schedule for Implementation of M&V: <br />M&V reports will be submitted on a quarterly basis. <br />SCHEDULE: <br />Mid June 2001 --- Begin Cooler Distribution <br />August 2001 --- 50% of coolers delivered <br />October 2001 -- Program Evaluation, plan bulk purchase for next year <br />5. COMMERCIAL LIGHTING REBATE PROGRAM <br />General Program Description: <br />The commercial lighting rebate program provides rebates for demand reduction to non- <br />residential customers for the replacement of existing inefficient lighting with more <br />efficient lighting sources. <br />Method of Delivery: <br />Eligible customers file application for program with proposed changes and demand <br />reduction listed. Colton Public Utilities conducts a site inspection of existing lighting <br />system. If work is approved funds are reserved. After work is completed invoices <br />are sent to Utility, the completed work is inspected, and a check is issued to the <br />customer. Rebate amount is $200 per kW reduced. <br />Marketing: <br />Commercial customers and lighting service companies will be sent letters announcing <br />the program. Colton Public Utilities Energy Services Division will be responsible for <br />Outreach and program promotions. <br />5 <br />
