depending upon the size and amenities of the park. The gross annual costs of the Big League Dreams Proposal include <br />debt service on $12,000,000 to be financed by the General Fund with a combination of taxable and tax-exempt debt. <br />ENVIRONMENTAL IMPACT <br />The Big League Dreams Agreement(s) is not a project under the California Environmental Quality Act. The Agreement <br />will allow the City and the Consultant to develop site plans and environmental documentation for submittal to the <br />Community Development Department for normal project processing. The City is obligated to perform its environmental <br />analysis of the project to be designed and the City reserves the right to terminate the Agreement if the environmental <br />effects subsequently identified cannot be mitigated to the City's satisfaction. Additionally, the Redevelopment Agency will <br />not close on the property options, and the project will be terminated if imposed mitigation measures render the project <br />infeasible or undesirable. The Agreement is not an irrevocable commitment to the project and either party may terminate <br />under defined conditions, including the inability to feasibly mitigate environmental effects. <br />RECOMMENDATION <br />Approve the attached four separate agreements to construct and manage a Big League Dreams Community Sports Park <br />which include: <br />1. Fields/Courts Lease <br />2. Structures Lease <br />3. License Agreement <br />4.
