R-15-24 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br /> APPROVING A MODIFICATION OF ARCHITECTURAL & SITE PLAN <br /> 3 REVIEW (DAP-001-716) FOR A 456,445 SQUARE FOOT WAREHOUSE <br /> 4 BUILDING INCLUDING ANCILLARY OFFICE SPACE, LOCATED AT 1400 <br /> AGUA MANSA ROAD (FILE INDEX NO: DAP24-0007) <br /> 5 <br /> 6 WHEREAS, an application (File Index No. DAP24-0007) was filed with the City of <br /> Colton by Pamela Steele of MIG Inc, (hereinafter "Applicant") for a Modification of <br /> 7 Architectural & Site Plan Review (DAP-001-716) for a warehouse building located in the M-2 <br /> (Heavy Industrial) Zones within the Agua Mansa Historic District; and <br /> 8 <br /> WHEREAS, on February 28, 2023, the Planning Commission of the City of Colton held <br /> 9 a duly noticed public hearing at which time all persons wishing to testify in connection with the <br /> 10 application were heard and the application was fully examined and the public hearing was <br /> continued to March 14, 2023; and <br /> 11 <br /> WHEREAS, on March 14, 2023, the Planning Commission of the City of Colton <br /> 12 conducted the continued public hearing at which time all persons wishing to testify in connection <br /> with the application were heard and the application was fully examined and continued the meeting <br /> 13 to March 28, 2023 at the request of the applicant; and <br /> 14 <br /> WHEREAS, the public hearing was continued to April 11, 2023 and subsequently to <br /> 15 April 25, 2023; and <br /> 16 WHEREAS, on April 25, 2023 the Planning Commission of the City of Colton held the <br /> 17 continued public hearing at which time all persons wishing to testify in connection with the <br /> application were heard and the application was fully examined afterwards the hearing was closed <br /> 18 and the item was continued to the May 9,2023 meeting where it was approved; and <br /> 19 WHEREAS, on March 5, 2024, the City Council of the City of Colton City Council <br /> 20 conducted a public hearing on the project application and all persons wishing to testify in <br /> connection with the application were here, and the applications were comprehensively reviewed; <br /> 21 and <br /> WHEREAS, on August 20, 2013 (Resolution No. R-60-13), the City of Colton, as the <br /> 22 lead agency under the California Environmental Quality Act("CEQA"), certified a General Plan <br /> 23 Environmental Impact Report ("General Plan EIR") and approved the General Plan on August <br /> 20, 2013; and <br /> 24 <br /> WHEREAS, as part of its approval of the General Plan, City adopted Findings of Fact, <br /> 25 Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for <br /> 26 the General Plan; and <br /> WHEREAS,pursuant to CEQA Guidelines section 15183, projects which are consistent <br /> 27 with the development density established by existing zoning, community plan, or general plan <br /> 28 policies for which an EIR was certified shall not require additional environmental review, except <br />
