DAP-001-343) WHICH INCLUDES THE <br /> 4 DEVELOPMENT OF 184 SINGLE-FAMILY DETACHED RESIDENTIAL <br /> 5 UNITS, AS WELL AS THREE PARKS, OPEN SPACE, DETENTION <br /> 6 BASINS, AND OTHER RELATED INFRASTRUCTURE THROUGHOUT <br /> THE 119.6-ACRE SITE OVERTURNING THE PLANNING <br /> 7 COMMISSION'S DECISION AND MAKING FINDINGS PURSUANT TO <br /> 8 PUBLIC RESOURCES CODE SECTION 21166 TO ADOPT THE <br /> 9 ADDENDUM TO THE IRON HORSE HILLS RESIDENTIAL PROJECT <br /> EIR (STATE CLEARINGHOUSE NO. 2005041028). (FILE INDEX NO. <br /> 10 DAP24-0013) <br /> 11 WHEREAS, an application has been submitted for an Amendment to Tentative <br /> 12 Tract Map No. 16798 (Case Index No. DAP-001-343 "Project") which includes the <br /> 13 development of 184 single-family detached residential units, as well as three parks, open <br /> space, detention basins, and other related infrastructure throughout the 119.6-acre site. (APN: <br /> 14 APNs: 0164-471-01, 0164-231-36, 0276-372-03-04-09 and 0282-192-09, 15, 23, 24, 45 and <br /> 15 46); and <br /> 16 WHEREAS, on April 25, 2023, the Planning Commission held a Community <br /> 17 Meeting and Study Session and all persons wishing to provide comments regarding the <br /> 18 proposed Project were heard; and <br /> 19 WHEREAS, on November 28, 2023, and February 13, 2024 the City of Colton <br /> 20 Planning Commission conducted a public hearing on the application and all persons wishing <br /> to testify in connection with the application were heard, and the applications were <br /> 21 comprehensively reviewed. The Planning Commission denied the Amendment to Tentative <br /> 22 Tract Map No. 16798 based on traffic and circulation concerns voiced at the February 13, <br /> 23 2024, public hearing, which was carried forward in final vote for the project; and <br /> 24 WHEREAS, on September 5, 2006, the City Council, as the lead agency under the <br /> 25 California Environmental Quality Act ("CEQA") affirmed Planning Commission Resolution <br /> No. R-06-06, certifying the Environmental Impact Report("EIR") (SCH No. 2005041028) for <br /> 26 <br /> 27 the Iron Horse Hills Residential Project, which includes Tentative Tract Map No. 16798, <br /> 28 (hereinafter referenced as the "Project") and as part of its approval of the Project, the City <br /> Council adopted Findings of Fact, Statement of Overriding Considerations and a Mitigation <br /> Monitoring and Reporting Program for the Project; and <br /> 1 <br />
