1 Pursuant to CEQA and State CEOA Guidelines, the City Council hereby adopts the foregoing <br /> 2 findings and adopts the Addendum attached as Exhibit A. <br /> 3 <br /> The Planning Commission directs staff to file a Notice of Determination within five (5) days <br /> 4 of the adoption of this Resolution with the County Clerk. <br /> 5 <br /> 6 SECTION 2. Based on the entire record before the City Council and all written and <br /> 7 oral evidence presented, the City Council hereby makes the following findings for approval of <br /> Tentative Tract Map No. 16798: <br /> 8 <br /> 9 a. The proposed subdivision is designed, to the extent feasible, to provide for <br /> 10 passive or natural heating or cooling opportunities because the subdivision <br /> layout provides an east to west orientation and adequate location of window <br /> 11 placement to provide passive and natural heating and cooling opportunities. <br /> 12 The project materials and construction will be required to comply with all <br /> 13 current California Codes including energy efficient standards and green code <br /> 14 requirements. <br /> 15 b. The proposed subdivision and the provisions for its design and improvement <br /> 16 are consistent with the General Plan for the City of Colton ("General Plan"), <br /> because the proposed subdivision provides amenities and architectural <br /> 17 enhancements consistent with the Reche Canyon Residential Estate Zoning on <br /> 18 119.6 acres project site. <br /> 19 <br /> c. The Tentative Tract Map No. 16798 residential subdivision, including <br /> 20 <br /> amendment thereto, provides for land uses compatible with the Reche Canyon <br /> 21 Residential Estate land use designation for the Subject Site in the General Plan, <br /> 22 and the provisions for design and improvements promote the goals and <br /> 23 objectives of the General Plan in providing single family home lots, adequate <br /> common/private open space, and in compliance with the Density requirements <br /> 24 of the Specific Plan. <br /> 25 <br /> 26 d. The Subject Site is physically suitable for the type and density of development <br /> proposed in the Tentative Tract Map No. 16798 because the site is located <br /> 27 where existing utilities/sewer lines, and road improvements are available to <br /> 28 address ingress and egress requirements for vehicles, pedestrians and bicycles. <br /> The proposed development will provide all the necessary on-site and off-site <br /> 4 <br />
