Zam , Co unity Development Director <br />SUBJECT: Negative Declaration, General Plan Amendment and Zone Change, from BP <br />(Business Park) to IP (Industrial Park) for 33 parcels (approximately 89.5 <br />acres) located easterly on Fairway Drive, File Index Number DGZ-35-01 <br />DATE: July 30, 2001 <br />BACKGROUND: <br />The City of Colton, Community Development Department, as applicant, is requesting City <br />Council approval of a Negative Declaration, a General Plan Amendment and Zone Change on 33 <br />parcels of land, from BP (Business Park) to IP (Industrial Park) The proposed change in land use <br />designation will be compatible with the existing developments in the area. Additionally, in staff's <br />opinion, the change will allow the vacant land to be more conducive to future development. The <br />number and type of allowable uses will be expanded under the IP zoning designation. This will <br />occur without compromising development standards, nor significantly increasing potential <br />environmental impacts, such as those that may be associated with uses that typically generate <br />higher volumes of traffic and noise as part of their business. All services are in and available to <br />the area. Sewer service is dependent on an existing lift station, which is currently being activated, <br />as a result of File Index Number DV -24-01, a previously approved project within this area. <br />ANALYSIS/DISCUSSION: <br />The General Plan designation of the project site is Business Park. The purpose of this designation is to <br />encourage the development of areas that are intended primarily to meet the business needs of industrial <br />or manufacturing employers and employees. The proposed General Plan designation of the project site <br />is Industrial Park. The purpose of this designation is to encourage the provision of master planned <br />industrial parks within Colton that have a high level of visual amenities and high quality design <br />standards. Uses are industrial and light in nature. Throughout Colton, there are varying types of <br />industrially zoned land within the urbanized areas of the City. It is, therefore, concluded that the <br />proposed General amendment is consistent with the City's General Plan. <br />The Zoning classification of the project site is BP (Business Park). The BP designation is intended to <br />provide for the development of business and professional offices, with a higher standard of <br />development, which will improve the overall quality of the community. The current zoning is <br />consistent with the current General Plan designation for this property. The proposed IP (Industrial <br />Park) zone is intended to provide for and encourage the development of land for industrial purposes, to <br />attract and encourage the location of desirable industrial plants, and to provide proper safeguards and <br />appropriate transition for surrounding land uses.
