General Plan Amendment and Zone Change DGZ-35-01 <br />August 7, 2001 <br />Page 2 <br />consistent with the (current and proposed) zoning and complies with the Zoning Ordinance. <br />The project area -is -currently undeveloped with the exception of the Shurgard Mini Storage facility, and <br />is considered compatible with its surrounding uses, which are Flood Control, City of San Bernardino <br />Auto Center, and residential uses located a quarter mile to the west. The Industrial Park zoned land <br />within the City of Colton is surrounded by mixed uses and zones. Both the General Plan and the <br />Zoning Ordinance have tried to maintain buffering between industrial zones and residential zones with <br />commercial and open space areas wherever possible. In some instances this is not possible due to the <br />pre-existing conditions of development prior to the last General Plan/ Land Use update in 1985. <br />In the north and easterly areas of the City, various types of Industrial uses co -exist compatibly with <br />residential type uses. When new projects are reviewed, Conditions of Approval are applied to them, to <br />add buffers, and utilize mitigation measures that reduce potential impacts. It is staff s opinion that the <br />proposed zone change, to IP will be consistent and compatible with surrounding uses, subject to <br />Conditions of Approval that would be applied to any development that may occur on the subject <br />property. <br />ENVIRONMENTAL IMPACT: <br />On May 21, 2001, staff processed the application through the Design Review Committee and no <br />special requirements were applied to this project. <br />The Environmental Assessment that was prepared for this project was kept strictly to the review of <br />potential impacts/effects of a zone change and general plan amendment. It was determined that there <br />were no environmental impacts as a result of this proposed general plan amendment and zone change. <br />At such time as an application for development is submitted to the City for any of the parcels within <br />this project area, staff will conduct an Environmental Review to determine the specific impacts, if any, <br />that the project may have, and provide Conditions of Approval to mitigate any environmental <br />concerns. <br />On July 10, 2001, the Planning Commission conducted a Public Hearing, and considered the <br />environmental assessment, general plan amendment and zone change request. The Commission <br />unanimously agreed with the findings of staff. The Commission approved and adopted Resolution <br />Number R-06-01, which is a recommendation of approval of the Negative Declaration, General Plan <br />Amendment and Zone Change, to the City Council based on the following findings: <br />1. The proposal is considered to be consistent with the intent and guidelines of the General Plan. <br />2. The proposal will be consistent with the Zoning Ordinance if granted a Zone Change, and if <br />the applicant complies with the Conditions of Approval which meet the Title 18, Zoning <br />Ordinance standards for this type of project. <br />3. The proposal is considered to be compatible with its surrounding uses. <br />4. The proposal will not have a significant effect on the environment and warrants a Negative <br />Declaration. <br />
