I . Requirements for 69 kV and/or 12.47 kV circuit river crossings. <br />2. MVA rating and number of distribution circuits required. <br />3. Substation footprint requirements. <br />4� Access requirements. <br />5. 69kV supply redundancy requirements. <br />6. Modifications to the existing 69 kV system. <br />7. Circuit breaker control and SCADA requirements. <br />8. Proximity to loads. <br />9. Intercoimection and transfer capabilities associated with existing 12.47 kV circuits. <br />Task D: Discussion of Preliminary Alternatives with Colton Electric <br />The results of the analysis and the recommended preliminary alternatives shall be presented to Colton Electric for <br />review and comment. The package shall consist of a discussion of the alternatives and their basis, supporting Aspen <br />Oneliner system studies, an order -of -magnitude comparison cost estimate and implementation schedule, and <br />supporting drawings/sketches and calculations. <br />After review of the package by Colton Electric, a site project review meeting shall be held at the off -ices of Colton <br />Electric to resolve any comments, discuss issues, and determine which alternatives should be pursued further. An <br />acceptable set of final aftematives shall be determined at this time, based on the items agreed to and as directed by <br />Colton Electric in the meeting. <br />Task E: Establish Acceptable Final Alternatives and Issue a Draft of Final Report <br />Based on the results of the site project review meeting of Task D, the Team shall establish the details of the <br />acceptable alternatives to be incorporated into the Final Report for the project. The Team shall use the information <br />prepared for the preliminary alternatives and will establish a +/- 20% cost estimate for each acceptable alternative. <br />The cost estimate shall be based on the Team's expertise and experience with similar work, Consultant's intemal <br />database of equipment and labor cost estimating information, Colton Electric equipment and labor cost information, <br />available industry cost information and vendor cost information. The estimates shall be based on year 2006 cost <br />figures. <br />A Level I type schedule shall be developed for each alternative. The schedule shall show the overall time frame for <br />implementing the alternative from project start and preliminary engineering and design through construction, testing <br />and conunissioning. The major tasks within this time frame shall be identified and shall include but not be litinted <br />to electrical engineering, civil engineering, preparation of specifications, bidding and purchasing efforts, and <br />construction, testing and commissioning efforts. <br />The associated conceptual drawings/sketches shall be updated to show more information about each alternative, <br />including: general routing information for the various 69 kV and 12.47 kV circuits and general overall layout <br />infiannation for the substation. <br />The above informatiori, together with any supporting calculations, model analysis using Aspen Oneliner, references <br />to third party information, assumptions used, and copies of appropriate data and information gathered in the field <br />shall be incorporated into the Final Report. A draft version of the Final Report shall be issued to Colton Electric for <br />review and comments. <br />The Final Report shall be assembled using the following general outline: <br />Background and Project Description <br />Executive Summary <br />Description of Altematives (including cost estimates, schedules, sketches and calculations) <br />Comparison Cost Estimate Tables <br />Comparison Overall Level I Schedules <br />Recommendation for Preferred Altemative <br />Assumptions <br />References <br />Model Analysis from Aspen Oneliner <br />Field Data and Information <br />ORANGE\GPP\1 3728 1 <br />15 <br />
