CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF FEBRUARY 7, 2006 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION NO. 2119 TO <br />ADD THE PLACEMENT OF TWO STOP SIGNS AT THE <br />INTERSECTION OF LA CADENA AND "E" STREET <br />DATE: January 26, 2006 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Installation of stop signs, as well as other traffic control devices, <br />must be warranted under the guidelines established in the Manual on Uniform Traffic Control <br />Devices. City staff conducted a traffic engineering analysis of the intersection of La Cadena Drive <br />and "E" Street. The analysis concluded that installation of stop signs on La Cadena Drive <br />approaching "E" Street from the north and south are warranted under the Manual on Uniform <br />Traffic Control Devices guidelines due to limited visibility at that intersection. Specifically, the <br />existing building on the southeast comer of the intersection restricts visibility of the approaching <br />westbound traffic. Recent re -design of the Police Department parking lot forces police vehicles <br />exiting the lot to use the intersection. The problem of limited visibility at that intersection is of <br />particular concern for Police Department vehicles when they are responding to emergency calls. <br />ANALYSIS/DISCUSSION: <br />At the intersection of La Cadena Drive and E Street, existing establishments limit the visibility of <br />emergency vehicles, thereby creating an unsafe condition for motorists and pedestrians. The <br />intersection is heavily traveled. Also, City emergency vehicles frequently use the intersection. In <br />addition, the intersection of La Cadena Drive and "E" Street has high pedestrian volume, due to the <br />businesses and City facilities in the area. <br />The installation of stop signs at the intersection would allow a controlled intersection for <br />pedestrians and motorists and would resolve the problem of limited visibility allowing motorists to <br />safely negotiate the intersection. The location was reviewed by the City of Colton Traffic Safety <br />Committee on September 14, 2005, and a recommendation was made to install the traffic control <br />devices. <br />
