• <br /> West Colton Study - 5 .. March 17, 1966 <br /> Utilities <br /> The area will be served with the necessary utilities as development <br /> occurs. West of Pepper Avenue is served i+y West San Bernardino Valley <br /> Municipal Water District; east of Pepper will be City of Colton Water. <br /> Sewer lines are planned to halfway between Acacia and Sycamore and the <br /> area west of that would be served by Rialto, Adequate electrical service <br /> is available from both the City and Edison., <br /> Conclusion <br /> Revision of the Comprehensive General. Plan for this area is <br /> necessary in light of the new development and trends. Revision of <br /> the land use, circulation„ and zoning will promote harmonious <br /> development, create stability, and assure the highest use of the land.. <br /> The current concepts of the Master Plan are no longer valid, <br /> as the pending railroad spur, expansion of the airport approach zone, and <br /> the inherited uses, have altered the qualities of the area.. <br /> Development must be specific and controlled along the railroad, <br /> to prevent the detering and sporadic industrial proposals which <br /> traditionally accompany such construction, New public facilities, such <br /> as the Laurel Parks and Paul J. Rogers Elementary School, lend <br /> themselves to residential construction of the highest caliber, and <br /> must be carefully protected so as to be of the greatest benefit. <br /> Single family residences have a short life when built in areas <br /> logically intended for industrial and commercial uses, or when <br /> improperly buffered from such uses. Cluster complexes of Low <br /> density development would best enhance the heretofore planned <br /> residential expansion to this area, and provide adequate open space <br /> for the needed buffers, <br /> Zoning of the area will be proposed to best accomplish the <br /> aims of this plan„ Care will be given to ownership patterns and lot <br /> size thereby making the plan more workable and Logical, and decreasing <br /> the desire for zone changes.. Firm policies must be established to <br /> prevent speculative zoning and fluctuating land prices, which wilt <br /> encourage more rapid development of' the area. <br /> + r <br />
