West Colton Study = 4 .. March 17;, IM) <br /> Northerly of Valley Boulevard is situated the Morrow Airport <br /> complex.. Expansion of the airport facilities will cause the necessary <br /> extension of the runway to the northeast. This will put the runway <br /> north of the golf course, terminating near the intersection of Pepper <br /> and San Bernardino.: Air-related commercial and light industrial <br /> activities will locate in this area, near the streets: <br /> The golf course and other recreational activities will expand; <br /> assuredly north of the airport along San Bernardino Avenue : This <br /> will act as a buffer to the airport and Industrial uses and will <br /> compliment and encourage residential development north of San <br /> Bernardino Avenue.. This low density residential area will extend <br /> • <br /> easter'y to the 7 ail road track which should be adequately buffered <br /> by high density residential development.. <br /> The major intersection of .Pepper and San Bernardino as well <br /> as Pepper and Randall will Lean toward commercial activities, <br /> Careful development plans will forestall the desire for strip commercial <br /> zoning along these thoroughfares, <br /> The Hermosa Cemetery acts as a buffer between the industrial <br /> development to the south, the railroad to the east, and the residential <br /> development to the north and west.. <br /> PROPOSED PUBLIC FACILITIES <br /> Schools <br /> • <br /> The existing General Plan shows two schools within the area and <br /> one to the east. However, the development in the area, being largely <br /> non .residential, does not warrant such close proximity. The new Paul <br /> Rogers elementary school service area is bounded on the west by <br /> Meridian Avenue„ Everything westerly of Meridian Avenue will be in <br /> the Rialto School District, and serviced by schools north of the study <br /> area . <br /> Parks <br /> East of' the area, adjacent to the elementary school is a municipal <br /> park site. There Is an improved park in the Rialto City limits at the <br /> intersection of Riverside and San Bernardino Avenues, South of the: area <br /> at Agua Iviansa is the site of a planned Regional Park.. Adequate private <br /> recreational facilities will develop in the area with the golf course and <br /> recreational `take being established, However-,, at least LG acres should <br /> be reserved for public use, most logically located north of' San <br /> Bernardino Avenue in the vicinity of Pepper Avenue,. These would be <br /> for shade and open space with particular attention for passive facilities. <br />
