ITEM #23 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 7, 2006 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: JOSEFINA MENDEZ KENLINE, PRINCIPAL MANAGEMENT ANALYST <br />CITY MANAGER'S OFFICE <br />SUBJECT: REQUEST TO APPOINT AD HOC COMMITTEE TO REVIEW FISCAL <br />YEAR 2006-2007 CDBG PROJECT REQUESTS <br />DATE: February 7, 2006 <br />7aCN:(H:Z9IIILIFO, <br />The City of Colton is annually allotted Community Development Block Grant (CDBG) funding through the <br />County of San Bernardino, which endorses eligible community projects as determined by CDBG <br />guidelines and the San Bernardino County Economic and Community Development (ECD) Department. <br />In order to assist staff in reviewing and recommending projects (for funding) to the entire City Council, <br />staff suggests establishment of a CDBG ad hoc committee for fiscal year 2006-2007. Historically, the <br />aggregate number of CDBG ad hoc committee members has ranged from six to eight individuals. The <br />2005-2006 Committee consisted of three Council Members, two Planning Commissioners, and one <br />Committee chair. The Committee was comprised of Mayor Pro Tem John Mitchell, Council Member Helen <br />Ramos, and Council Member Richard De La Rosa; Planning Commissioners Susan Oliva and Joe Perez <br />III; and Community Development Director David Zamora. The 2005-2006 ad hoc committee held CDBG <br />review meetings on February 17 and February 23, 2005, and was limited to funding allocations of <br />$518,000. The Committee evaluated each of the approved CDBG projects, and subsequently made <br />recommendations to City Council to fund meritorious proposals. The 2006-2007 CDBG ad hoc committee <br />will recommend funding for projects to the City Council at the regular meeting on February 21, 2006. The <br />approved list of projects is ultimately due to EDA on March 3, 2006. <br />On December 6, 2005, the City Council approved the submittal of five (5) CDBG Project Applications to <br />the County of San Bernardino County ECD Department to evaluate eligibility and project review for fiscal <br />year 2006-2007. <br />General staff oversight of the current CDBG program is progressively transitioning from the Community <br />Development department to the City Manager's Office. <br />DISCUSSION/ ANALYSIS <br />The City Council retains final authority in determining the overall composition of the ad hoc committee, <br />comprised of members from the various Commissions and no more than three City Council members. <br />While the previous year's committee maintained an even number of members, the overall directive of the <br />committee depends on a majority vote for a project. Determination and specificity in recommending <br />projects therefore requires an odd number on the ad hoc committee. <br />
