Staff, in regards to committee involvement, is generally required to maintain an advisory role, one that <br />determines any questionable needs and provides specific responses; this does not entail that staff serve <br />on the committee, but present answers to needed questions. <br />At the Jan 24, 2006, Planning Commission meeting, three members were recommended to serve on the <br />ad hoc committee. The recommended Commissioners are Tony Vilches, Susan Oliva, and Cynthia <br />Ramirez. Should the City Council wish to continue with the original City Council Members and the <br />recommended Planning Commissioners, no action to establish a new ad hoc committee is required. <br />FINANCIAL IMPACT <br />None. <br />ENVIRONMENTAL IMPACT <br />None. Compliance with the California Environmental Quality Act (CEQA) and the National Environmental <br />Protection Act (NEPA) are achieved on a project -by -project basis. <br />CONFLICT OF INTEREST (Gift Disclosure Requirements) <br />None. <br />RECOMMENDATION <br />Staff respectfully recommends the Mayor and City Council appoint an odd number of members to serve <br />on the ad hoc committee following the criteria listed under "Discussion/Analysis". This committee will <br />review and evaluate CDBG project applications and make recommendations to the entire City Council. <br />Prepared by: Erik V.
