CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: NOTICE OF COMPLETION/ACCEPTANCE FOR AGUA MANSA <br />ROAD -MOUNT VERNON AVENUE STREET IMPROVEEMNT <br />PROJECT (WITH CDBG PROJECT NO. 104-30205). <br />DATE: FEBRUARY 13, 2006 <br />BACKGROUND: <br />On August 2, 2005, the City Council authorized the award of contract for Mount Vernon Avenue- <br />Agua Mansa Road Street Improvement Project to International Pavement Solutions, Inc. in the <br />amount of $290,884.72. The scope of work of the project included asphalt grinding and 2" thick <br />asphalt overlay with pavement fabric, remove and replace 4" thick asphalt, striping, and traffic <br />signal loop detector installation. Agua Mansa Road limit of work was from County Limits to 200 ft. <br />west of Rialto Channel and Mt. Vernon Avenue limit of work was from Valley Blvd. to Olive Ave. <br />RDA Funds <br />In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in <br />Tax Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor <br />Redevelopment Project Area. Approximately $2.0 million was used to refund existing debt from <br />outstanding 1996 Notes, $500,000 was set aside for reserves and to pay for the cost of issuance, and <br />the remaining $2.7 million was identified and reserved for various Redevelopment projects. <br />On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement <br />projects which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On <br />June 4, 2002, the Agency and the City entered into a Construction Management Agreement (CMA) <br />to construct the public improvements. Amendment No. 1 of the CMA was approved on April 6, <br />2004, approving a term extension of the CMA, extension of the dates to complete projects and <br />reallocating funding between the projects. <br />Pursuant to the CMA, the City is responsible for the management and supervision of all aspects of <br />the design and installation of these public improvements, including the securing of right- of -way <br />and easements to complete these projects. <br />
