DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE THE ATTACHED RESOLUTION TO ADD THE <br />FOLLOWING CAPITAL PROJECTS TO THE FISCAL YEAR <br />2005/2006 CAPITAL IMRPOVEMENT PROGRAM: 1)LA <br />CADENA IMPROVEMENTS PROJECT AND 2) PEPPER AND <br />VALLEY IMPROVEMENTS PROJECT; APPROVE INCREASING <br />THE FISCAL YEAR 2005/2006 CAPITAL IMPROVEMENT <br />PROGRAM BUDGET BY $144,904. <br />DATE: <br />MARCH 13, 2006 <br />BACKGROUND: <br />The City of Colton will receive a total of $215,752 of Proposition 42 monies, Traffic <br />Congestion Relief Funds (TCRF), for fiscal year 2005/2006. These must be used for <br />street rehabilitation and prior to the end of fiscal year 2006/2007. Of the $215,752 funds <br />available to the City $70,848 has already been appropriated to fund the La Cadena <br />Bridge Project. Thus, there remains $144,904 to allocate of the awarded funds for fiscal <br />year 2005/2006. <br />ANALYSIS/DISCUSSION: <br />These funds are awarded to cities with specific use delineations which include highway <br />maintenance, rehabilitation, reconstruction or storm drain repair. Staff recommends the <br />following projects be financed by the remaining Traffic Congestion Relief Funds available <br />to the City of Colton for fiscal year 2005/2006: <br />• La Cadena Rehabilitation ($50,000) <br />• Pepper and Valley Improvements ($94,904). <br />The scope of work for the La Cadena Rehabilitation Project includes pavement <br />rehabilitation and installation of a median along La Cadena to Tropica Rancho. The <br />Pepper and Valley Improvements Project will entail pavement rehabilitation and <br />installation of a cross drain. The addition of these projects to the fiscal year 2005/2006 <br />will increase the budget reflected in the Capital Improvements Program by $144,904. <br />ENVIRONMENTAL IMPACT: <br />The proposed projects are exempt under CEQA Section 15301 (b) — Repairs of existing <br />highways and streets. <br />ITEM #13 <br />
