DIRECTORICITY ENGINEER <br />SUBJECT: AUTHORIZE REMOVAL OF TWO CHAVEZ PARK BENCHES, <br />UNSAFE FOR PUBLIC USE, AND RESTORATION OF THE <br />THIRD CHAVEZ PARK BENCH. <br />DATE: MARCH 13, 2006 <br />BACKGROUND: <br />There are three historic picnic benches located adjacent to the Frank A. Gonzales <br />Community Center. These benches were donated to the City of Colton eighty four years <br />ago by: Newman Parmer, Ezra Elgan, the Colton Woman's Club, and the Colton <br />Teachers' Club. All three tables were built by Newman Parmer, an architectural designer, <br />and are now located at Chavez Park. <br />DISCUSSION/ANALYSIS: <br />As a result of the age of the benches their condition has deteriorated and they are no <br />longer in good condition. Two of the three tables which were donated are now taped off <br />due to the danger they pose to the public. Cracks, protruding metal and flaking paint are <br />among the reasons the public's access to these two bench sets has been suspended. <br />The third table although not in "good" condition is deemed acceptable for use and will <br />need funding in order to ensure its preservation. <br />As the tables are historic this matter was brought before the Historic Preservation <br />Committee on November 9, 2005 and March 8, 2006. The Commission agreed with <br />staff's findings and recommended removal of two of the three Chavez Park benches as <br />they are not safe for public use. It has been requested by the Commission that the <br />plaques embedded in each of these two tables be saved, restored and mounted for <br />display near the third bench. Additionally, the Historic Preservation Commission directed <br />staff to begin restoration efforts on the third Chavez Park bench. <br />10/13/05 ITEM #14 <br />
