That in the opinion of the City Council <br /> 4 the public interest will not be served by allowing the property <br /> 5 owners to take the contract. The contract will be awarded, if <br /> 6 awarded, to the lowest responsible bidder at the prices named in <br /> 7 his bid. <br /> 8 Section S. That notice is hereby given that the <br /> 9 3rd day of May, 1966, at the hour of 7130 o'clock P.M., are the <br /> 10 day and hour when, and the Council Chambers of this City Council <br /> 11 in the City Mall in said City of Colton is the place where, any <br /> 12 and all persons having any protest or objection to said proposed <br /> 13 work or to the extent of said assessment district, or to the <br /> 14 proposed grades, may appear before the City Council of said <br /> 15 City of Colton and show cause Why said proposed work should not be <br /> 16 carried out in accordance with this resolution of intention. <br /> 17 Protests or objections most be in writing and must be delivered <br /> 18 to the said City Clerk of said City of Colton not later than the <br /> 19 hour herein set for bearing protests or objections. <br /> 20 Section 9. The COLTCI COURIER, a newspaper of general <br /> 21 circulation, published and circulated in the said City of Colton, <br /> 22 is hereby selected as the newspaper in which this resolution <br /> 23 shall be published and, except when otherwise ordered by this <br /> 24 City Council, in Which all other publications in the proceedings <br /> 25 pursuant to this resolution of intention shall be made. The said <br /> 26 City Clerk is hereby directed to certify to the adoption of <br /> 27 this resolution and to cause said resolution to be published <br /> 28 in the manner provided by law. <br /> 29 Section 10. The said City Clerk is hereby directed <br /> 30 to mail notices of the adoption of this resolution as provided <br /> 31 in said Improvement Act of 1911, postage prepaid, to all persons <br /> 32 owning real property which is proposed to be assessed to pay any <br /> part of the cost of said work, whose names and addressee appear <br /> - 3 - <br />
