That in the opinion of the City Council 4 the public interest will not be served by allowing the property 5 owners to take the contract. The contract will be awarded, if 6 awarded, to the lowest responsible bidder at the prices named in 7 his bid. 8 Section S. That notice is hereby given that the 9 3rd day of May, 1966, at the hour of 7130 o'clock P.M., are the 10 day and hour when, and the Council Chambers of this City Council 11 in the City Mall in said City of Colton is the place where, any 12 and all persons having any protest or objection to said proposed 13 work or to the extent of said assessment district, or to the 14 proposed grades, may appear before the City Council of said 15 City of Colton and show cause Why said proposed work should not be 16 carried out in accordance with this resolution of intention. 17 Protests or objections most be in writing and must be delivered 18 to the said City Clerk of said City of Colton not later than the 19 hour herein set for bearing protests or objections. 20 Section 9. The COLTCI COURIER, a newspaper of general 21 circulation, published and circulated in the said City of Colton, 22 is hereby selected as the newspaper in which this resolution 23 shall be published and, except when otherwise ordered by this 24 City Council, in Which all other publications in the proceedings 25 pursuant to this resolution of intention shall be made. The said 26 City Clerk is hereby directed to certify to the adoption of 27 this resolution and to cause said resolution to be published 28 in the manner provided by law. 29 Section 10. The said City Clerk is hereby directed 30 to mail notices of the adoption of this resolution as provided 31 in said Improvement Act of 1911, postage prepaid, to all persons 32 owning real property which is proposed to be assessed to pay any part of the cost of said work, whose names and addressee appear - 3 -
