Zamora, Community Development Director <br />SUBJECT: An Ordinance of the City Council of the City of Colton amending the <br />portions of the Reche Canyon Specific Plan and amending the Reche <br />Canyon Specific Plan Planning Areas Map and Land Use Plan Map <br />shown as an addendum to Title 18 of the Colton Municipal Code for <br />property Generally located at the terminus of South Ridge View Drive: <br />File Index Number DAP -000-482. <br />DATE: April 10, 2006 <br />BACKGROUND: <br />The applicant, Empire Homes, is requesting City Council approval of a Specific Plan Amendment <br />to amend portions of the Reche Canyon Specific Plan to accommodate Tentative Tract Map No. <br />17519, which proposes an 18 -lot subdivision with 3 open space lots on an approximately 22 acre <br />vacant lot located at the terminus of South Ridge View Drive (Assessor Parcel Number 0284-161- <br />40-0000) in southeast Colton. The proposed Specific Plan Amendment entails reconfiguring the <br />land use designation boundaries and changing the land use designations of the subject parcel <br />from Open Space and Low Density Residential to Open Space and Estate Density Residential. <br />The proposed Specific Plan Amendment entails a number of text amendments to the Specific <br />Plan document and involves changes to the Reche Canyon Specific Plan Planning Areas Map <br />and Land Use Plan Map. The proposed amendments are described in detail in the attached <br />February 28, 2006, Planning Commission report. The applicant is also requesting approval of a <br />Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program to address <br />temporary air quality concerns during project construction. <br />ANALYSIS/DISCUSSION: <br />The proposed project site is within the Reche Canyon Specific Plan located in South Colton, at the <br />eastern City limits abutting the City of Loma Linda. The 22 acre parcel is currently designated as <br />Low Density residential and Open Space. The applicant's request would permit the approval of <br />proposed Tentative Tract Map 17519 and thus allow the subdivision of an existing parcel of vacant <br />land into 18 single family residential lots in conformance with the Estate Density Residential land <br />use designation of the Reche Canyon Specific Plan. As proposed, all of the residential lots will <br />contain a minimum of 20,000 square feet (SF), with pad areas ranging from 9,806 square feet <br />(Lot #15) to 28,018 square feet (Lot #12). The subdivision includes three (3) Open Space lots <br />that will be located at the three corners of the triangular shaped parcel of land. The proposed <br />residential development will be accommodated by the extension of South Ridge Drive, which will <br />serve all of the proposed residential lots and will terminate in a cul-de-sac. <br />The proposed reconfiguration will not alter the total area currently allocated for residential use, <br />nine (9) acres, or for open space, thirteen (13) acres. However, the proposed change in land use <br />designation from Low Density residential to Estate Density residential will lessen the possible <br />intensity of development.
