City Council Meeting — April 18, 2006 Specific Plan Amendment Page 2 of 3 Amendment will afford the property owner the opportunity to design around hilly terrain, lessening the need for grading while maintaining the current level of open space, and to construct quality homes for a positive addition to the City's housing market. On February 28, 2006, the Planning Commission considered and approved the proposed project, and adopted Resolution Number R-01-06, a recommendation to the City Council to approve a Specific Plan Amendment and adoption of the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the property located at the terminus of South Ridge View Drive (Assessor Parcel Number 0284-161-40-0000), File Index Number DAP -000-482. ALTERNATIVES: Deny the applicant's request and maintain the existing land use designation and configuration. FISCAL IMPACT: Positive impact; the property will be improved from its current vacant condition and will offer additional property tax revenue for the City from the construction of the single-family housing tract. ENVIRONMENTAL IMPACT: Based on an Environmental Assessment, it was concluded that with mitigation there would be no significant impact to the environment; therefore, the Planning Commission recommends approval of a Mitigated Negative Declaration and the associated Mitigation Monitoring and Reporting Program for the project.
