City Council Meeting — April 18, 2006 <br />Specific Plan Amendment <br />Page 2 of 3 <br />Amendment will afford the property owner the opportunity to design around hilly terrain, lessening <br />the need for grading while maintaining the current level of open space, and to construct quality <br />homes for a positive addition to the City's housing market. <br />On February 28, 2006, the Planning Commission considered and approved the proposed project, <br />and adopted Resolution Number R-01-06, a recommendation to the City Council to approve a <br />Specific Plan Amendment and adoption of the Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Program for the property located at the terminus of South Ridge View <br />Drive (Assessor Parcel Number 0284-161-40-0000), File Index Number DAP -000-482. <br />ALTERNATIVES: <br />Deny the applicant's request and maintain the existing land use designation and configuration. <br />FISCAL IMPACT: <br />Positive impact; the property will be improved from its current vacant condition and will offer <br />additional property tax revenue for the City from the construction of the single-family housing tract. <br />ENVIRONMENTAL IMPACT: <br />Based on an Environmental Assessment, it was concluded that with mitigation there would be no <br />significant impact to the environment; therefore, the Planning Commission recommends approval <br />of a Mitigated Negative Declaration and the associated Mitigation Monitoring and Reporting <br />Program for the project. <br />CONFLICT OF INTEREST: <br />Empire Homes <br />Contact: Chris Taylor <br />RECOMMENDATION: <br />Staff recommends that the City Council undertake the following actions: <br />Adopt an Ordinance of the City Council of the City of Colton amending the portions of the Reche <br />Canyon Specific Plan and amending the Reche Canyon Specific Plan Planning Areas Map and <br />Land Use Map shown as an addendum to Title 18 of the Colton Municipal Code and adoption of a <br />Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for File Index <br />Number DAP -000-482 for property located at the terminus of South Ridge View Drive. <br />Attachments: City Council Ordinance <br />Planning Commission Staff Report <br />Planning Commission Resolution R-01-06 <br />REVIEW TEAM <br />City Attorney: Finance Director: <br />City Manager: OTHER: <br />
