DIRECTOR <br />SUBJECT: APPROVE AMENDMENT NO. 1 TO COOPERATIVE <br />AGREEMENT WITH THE COUNTY OF SAN BERNARDINO <br />AND CITY OF GRAND TERRACE FOR THE TRAFFIC <br />SIGNALIZATION AT S. LA CADENA DRIVE AND BARTON <br />ROAD PROJECT. <br />DATE: APRIL 20, 2006 <br />BACKGROUND: <br />On July 6, 2004, the City Council approved a cooperative agreement between the City of Colton, <br />County of San Bernardino, and City of Grand Terrace for the installation of a traffic signal and <br />intersection improvements at the Barton Road and La Cadena Drive intersection. This project is <br />referred to by the City's Capital Improvement Program as the Traffic Signalization at S. La Cadena <br />Drive and Barton Road Project. The project's scope of work includes installation of a new traffic <br />signal, a raised median, an island (north east portion), a north bound acceleration lane, sidewalk, <br />curb, gutter, handicap ramps, and asphalt paving. <br />This agreement (shown as Exhibit "B") designates the County of San Bernardino as the Lead <br />Agency for the project. As per the attached agreement Colton's share for the Project cost is <br />$160,000 (42.11%), County's share is $150,000 (39.47%), and Grand Terrace's share is $70,000 <br />(18.42%); the project budget totals $380,000. <br />ANALYSIS/DISCUSSION: <br />As the lead agency for the project, County of San Bernardino completed the plans and specification, <br />for right-of-way (ROW) acquisition, purchased the traffic signal pole, and put the project out for <br />bid. The County currently already expended $120,000 for the following Project costs: engineering, <br />bid process, ROW acquisition, and purchase of the signal pole. Thus, at this time an unexpended <br />amount of $260,000 remains available for the construction phase of the project. The lowest bid <br />received during the bid opening conducted on March 16, 2006 was $405,298.40 (not including <br />contingencies). <br />
