At this time neither Grand Terrace nor the County of San Bernardino are able to cover the <br />additional construction costs. As this intersection has since been annexed into the City of Colton <br />the County of San Bernardino requested that all bids be rejected and the City of Colton take the role <br />of the Lead Agency for the Project. Attached as Exhibit `A' is Amendment No. 1 to the <br />Cooperative Agreement; drafted by the County of San Bernardino. This Amendment adopts the <br />City of Colton as the Lead Agency for the Project. The Amendment also limits the County and City <br />of Grand Terrace shared Project costs to the originally adopted amounts and places the <br />responsibility of obtaining any additional funds for the completion of the Project upon the City of <br />Colton. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under State CEQA Guidelines Section 15301 <br />(Repair of existing highways and streets). <br />CONFLICT OF INTEREST: <br />None <br />FINANCIAL/FISCAL IMPACT: <br />This project is included in the FY 2005/2006 Capital Improvement Program and budgeted in <br />account 457-6636-6900-3890. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council approve Amendment No. 1 to Cooperative Agreement <br />with the County of San Bernardino and City of Grand Terrace for the Traffic Signalization at S.
