R-85-24. <br />CEQA DETERMINATION: STAFF ANALYZED THE PROPOSED <br />PROJECT FOR CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />(CEQA) COMPLIANCE, AND HAS DETERMINED THE PROPOSED <br />PROJECT IS EXEMPT UNDER CEQA, SECTION 15301 (EXISTING <br />FACILITIES), CLASS 1. <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />Approve Resolution No. R-85-24 of the City Council of the City of Colton Approving Mural at <br />165 East “O” Street Entitled “South Colton” as part of the City Sign Review of the City Sign <br />Code (File Index: SGNRW24-0003). <br /> <br />BACKGROUND <br /> <br />Mr. Eugene Valdez, applicant/property owner, has provided a detailed description of a small <br />artist rendition of a proposed mural to be painted on a portion of the six -foot block wall that is <br />presently painted black. (Attachment 1) The specific artist has not been selected for the proposed <br />mural project. In the description, the applicant states that “The motivation behind The South <br />Colton Mural is to encourage and establish community involvement while honoring legacy <br />business from the community.” He further states, “This mural will help to establish an inventory <br />of historical brands and logos which have been significant (but not yet designated) in our city. <br />The South Colton Mural will also help to deter graffiti in the area while beautifying the <br />2 <br />Packet Pg. 15
