Staff Report to the Mayor and City Council <br />Sign Review - Mural at 165 East "O" Street <br />August 20, 2024 <br />Page 2 <br /> <br /> <br />parkways. This concept has been proven to work in cities like San Diego, Riverside, Los Angeles, <br />Pomona and Long Beach.” <br /> <br />Title 18 (Zoning Code), Section 18.50.060 (Exempt Signs) T. states that “Murals, subject to <br />approval by the City Council after advisory review by the Planning Commission.” <br /> <br />On July 23, 2024, the Planning Commission held a meeting at which time the proposed mural <br />was reviewed for a recommendation to the City Council. Staff notified the property owners <br />within 1000 feet of the subject site, emailed property owners within the area and posted a copy of <br />the public notice and artist rendition of the proposed mural on the City’s Facebook page. The <br />Planning Commission unanimously recommended City Council approve the mural entitled <br />“South Colton” located on six-foot-high block wall at 165 East “O” Street. There was one <br />recommendation from Vice-Chair Grossich to replace the Nickelodeon logo with a business that <br />is more representative of South Colton. Mr. Valdez is open to this suggestion and has begun <br />communication with community member. Staff has attached a copy of the Planning Commission <br />summary minutes and signed resolution for the project in Attachments 2 and 3. <br /> <br />ISSUES/ANALYSIS <br /> <br />Property Location. In 1928, the Sanborn Maps, a historical map system, shows the area to be <br />occupied by a single-family home. The current property is vacant and not entitled for any use at <br />the present time. The use was owned by the United Mexican Workers Association from 1958 to <br />December 28, 2016. On December 29, 2016, Eugene Valdez is shown to hold acquisition of the <br />property according to County of San Bernardino ownership history records. <br /> <br />The County Assessor’s office has the “Use Code” for the property as a “clubhouse,” which is <br />used as information or observation basis only and not as land use approval. The site has been <br />vacant for several decades and no specific use has been permitted or entitled. The C-2 (General <br />Commercial) Zoning may have been designated in 1959; however, no record of final action by <br />the City Council was located. A zoning map of the 1970s does show the area zoned C-2 at least <br />since 1972. At this time the applicant is not requesting a use approval of the site and this staff <br />report will clearly indicate that no land use approval has been processed or provided to the site <br />by the Colton Planning Division. Staff has, however, met with the applicant to discuss a future <br />application for a Conditional Use Permit for future use on the subject site. The subject matter for <br />this application is related to the proposed Sign Review for the “South Colton” mural proposed on <br />the six-foot high block wall located along the front of the property facing East “O” Street. <br />Proposed “SOUTH COLTON” Mural. The attached description provided by the applicant <br />includes a detailed explanation of the murals meaning and overall concept behind the idea of the <br />“South Colton” mural for the block wall at 165 East O Street. On the following page, staff has a <br />photograph of the general location of where the applicant would like to paint the mural and <br />general dimension in feet. <br /> <br />2 <br />Packet Pg. 16
