<br /> <br />ITEM NO. 1 <br />STAFF REPORT <br /> <br /> <br />DATE: AUGUST 20, 2024 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CITY MANAGER <br />PREPARED BY: RAY BRUNO, FIRE CHIEF <br />SUBJECT: TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO <br />APPROVE AND ADOPT RESOLUTION R-73-24 ADOPTING A <br />REPORT AND STATEMENT OF EXPENSES FOR THE CITY’S <br />WEED ABATEMENT PROGRAM AND IMPOSING A LIEN UPON <br />PROPERTY FOR PAYMENT THEREOF, AND TO OPEN YEAR <br />ROUND WEED ABATEMENT, RESOLUTION NO. R-73-24. <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />1. Hold the public hearing to hear objections from property owners who incurred charges <br />for weed abatement or who protest the abatement of weeds on their property. <br /> <br />2. Adopt Resolution R-73-24 to accept the report of cost for the 2023/24 weed abatement <br />program and authorize the inclusion of these costs to be added to the San Bernardino <br />County Assessors Tax Rolls for collection and direct staff to file a Certified Copy of <br />Resolution R-73-24 with the County Auditor, and authorize the City Manager to <br />complete the agreement for collection of Special Taxes, Fees, and Assessments. <br /> <br />3. Close the Public Hearing and direct the Fire Chief or his designee to abate weeds, <br />rubbish, or refuse on vacant property. <br /> <br /> <br />BACKGROUND <br /> <br />On March 5, 2024, the City Council approved Resolution R-16-24 declaring weeds, rubbish, and <br />trash a public nuisance and subject to abatement in accordance with the City standards. <br /> <br />1.1 <br />Packet Pg. 8
