ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 20, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER/P.W. DIRECTOR <br />SUBJECT: APPROVE THE AWARD OF CONTRACT FOR THE SUPPLY <br />OF TRAFFIC SIGNAL EQUIPMENT AT S. LA CADENA DRIVE <br />AND BARTON ROAD PROJECT TO JTB SUPPLY COMPANY, <br />INC. IN THE AMOUNT OF $ 51,367.66. <br />DATE: JUNE 12, 2006 <br />BACKGROUND: <br />This project is referenced by the City's Capital Improvement Program (CIP) as the Traffic <br />Signalization at S. La Cadena Drive and Barton Road Project. The project's scope of work <br />includes installation of a new traffic signal, a raised median, an island (north east portion), a <br />north bound acceleration lane, sidewalk, curb, gutter, handicap ramps, and asphalt paving. <br />On May 2, 2006 the City Council approved Amendment No. 1 to the Cooperative Agreement <br />between the City of Colton, County of San Bernardino, and City of Grand Terrace for <br />installation of a traffic signal and intersection improvements at Barton Road and La Cadena <br />Drive intersection. Amendment No. 1 stipulates that the City of Colton will be the Lead Agency <br />for the project. <br />As the initial lead agency for the project the County of San Bernardino completed the plans and <br />specification, right-of-way (ROW) acquisition, purchased the traffic signal pole, and put the <br />project out for bid. Due to budget constraints the County of San Bernardino rejected all bids <br />received for the construction of the project on April 16, 2006. <br />ANALYSIS/DISCUSSION: <br />In order to expedite the project, the County had ordered the pole ahead of the bidding process <br />but ended up rejecting all the bids. The City received all the materials that the County procured <br />at the time the City assumes the Lead for the project. Upon review of the items already procured <br />by the County, it was established that the City still needs to purchase the following traffic signal <br />equipments for the completion of the project: traffic signal pole, controller, cabinets, signal head, <br />
