ITEM #33 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OFJULY 18,2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: APPROVE THE AWARD OF CONTRACTS TO BRITHINEE ELECTRIC <br />IN THE AMOUNT OF $67,194.50 AND LAYNE CHRISTENSEN IN THE <br />AMOUNT OF $68,084.00 FOR EMERGENCY REPAIRS TO WELL <br />PLANT NO. 17 TO REPLACE THE PUMP, MOTOR, AND ELECTRICAL <br />SWITCH GEAR FOR A TOTAL AMOUNT NOT -TO EXCEED $135,279. <br />DATE: JULY 12, 2006 <br />BACKGROUND: <br />Well No. 17 provides approximately 2 million gallons per day in the summer to the city's Western <br />Zone. The Well was drilled and constructed back in 1951. Well No. 17 Pumping Plant was <br />designed and built after the well was constructed. <br />DISCUSSION/ANALYSIS: <br />The pump at Well No. 17 was pulled out by Layne Christiansen for evaluation. Pump contractor <br />notified the City that the pump and its components were deteriorated and beyond repair. Because <br />pump was designed over 50 years ago, it would be in the City's best interest to redesign and <br />upgrade the pump to meet the current industry pump standards. The Upgrade would also include <br />the pump and its components, motor and motor control center. <br />Brithinee Electric's cost to upgrade the motor control center is $67,194.50 and Layne <br />Christensen's cost to upgrade and repair the pump and motor is $68,084. <br />Emergency and repair upgrades are necessary to meet the summer demands. Water <br />Department Staff consulted with the City Manager, who concurred that the situation was an <br />emergency and that having Brithinee Electric and Layne Christiansen begin the repair work on <br />Well Plant No. 17 would be the most practical and cost efficient method for obtaining the <br />necessary emergency repairs. <br />The actions of City staff in this instance complied with the City's existing purchasing regulations, <br />which state that competitive bidding, either formal or informal, is not required in situations <br />determined by the City Manager to constitute an emergency for a public project, pursuant to <br />Public Contract Code sections 22035 and 22050. (Colton Municipal Code § 3.08.130.) Under <br />such conditions, any alternative procedure may be used. In addition, the City Manager has <br />authority to declare a public emergency and take any directly related and immediate action <br />required by the emergency, up to a total of one hundred thousand dollars, (Ibid.) Emergency <br />expenditures of more than one hundred thousand dollars ($100,000) shall first be approved by the <br />City Council.
