MAYOR AND COUNCIL DISCUSSION ITEMS <br />None <br />PUBLIC HEARINGS <br />(1) Reche Canyon Commercial DAP-001-453 - TIME AND PLACE FIXED TO CONSIDER A PUBLIC <br />HEARING CERTIFYING THE ENVIRONMENTAL IMPACT REPORT (STATE <br />CLEARINGHOUSE # 2019039115) FOR THE RECHE CANYON PROJECT; ADOPTING <br />FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND <br />ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM; FOR A REQUEST <br />FOR AN AMENDMENT TO THE RECHE CANYON SPECIFIC PLAN TO CHANGE THE ONSITE <br />LAND USE DESIGNATION FROM ESTATE DENSITY (RESIDENTIAL) TO COMMERCIAL, A <br />CONDITIONAL USE PERMIT TO ALLOW A 24-HOUR, GASOLINE SERVICE STATION, <br />DRIVE -THROUGH CAR WASH, AND CONVENIENCE STORE, AND AN ARCHITECTURAL <br />AND SITE PLAN REVIEW TO APPROVE THE SITE PLAN, SITE IMPROVEMENTS, <br />LANDSCAPING PLANS, AND ARCHITECTURAL ELEVATIONS FOR THE PROPOSED RETAIL <br />SALES (INDOORS), CONVENIENCE STORE, AND GASOLINE SERVICE STATION WITH <br />DRIVE -THROUGH CAR WASH ON PROPERTY MEASURING APPROXIMATELY 2.90 ACRES <br />LOCATED AT 2501 RECHE CANYON ROAD; AND FOR A GENERAL PLAN AMENDMENT TO <br />CHANGE EXISTING LAND USE FROM GENERAL COMMERCIAL TO MIXED -USE <br />DOWNTOWN AND CHANGE OF ZONE FROM C-2 (GENERAL COMMERCIAL) TO M-U-D <br />(MIXED -USE DOWNTOWN) AT 645 S. 7TH STREET (FILE INDEX NUMBER DAP-001-453). <br />The Mayor opened the Public Hearing. <br />The Deputy City Clerk, Stephanie M. Vargas, submitted the Notice of Public Hearing (on file in the City <br />Clerk's Office) and reported that two letters of objections and three letters of approval were received via email. <br />Staff Presentation <br />The Planning Manager, Mario Suarez, informed Council that the applicants requested a continuance because <br />there was not a full council present. The City Attorney, Carlos Campos, and the City Manager, William R. <br />Smith, explained to Council all of the different options available. <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: <br />City Attorney Carlos Campos. <br />Councilmembers reached a consensus to continue item to October 1, 2024. <br />Mayor Navarro gave members of the public the option to either share their comment then, or to pass and then <br />share their comments on October 1, 2024, when the item would be presented to council again. <br />Public Comment <br />The following community members addressed the Council: Eplgmenio Roman, Diana Roman, Mark Russell, <br />and Elizabeth King. <br />Motion and Second by CM Gonzdlez / CM Chastain to continue item to October 1, 2024. <br />Vote: Unanimous, Motion Passes with CM Toro being absent <br />17, 2024 Regular City Council Meeting 3 - <br />
