ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 1, 2006 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION TO AMENDING RESOLUTION # 2119. TO <br />ADD TWO STOP SIGNS ON LA CADENA TO MAKE THE <br />INTERSECTION OF LA CADENA AND BARTON ROAD. <br />DATE: July 24, 2006 <br />BACKGROUND: <br />On July 11, 2006, Public Works Department conducted a neighborhood meeting to address resident <br />safety concerns at the intersection of La Cadena Drive and Barton Road. <br />Barton Road and La Cadena Drive is a T intersection. Traffic traveling westbound on Barton Road <br />experience extended delays due to the volume of traffic on La Cadena Drive during peak travel <br />times. In addition, Barton Road does not intersect with La Cadena at a right angle. The City is <br />currently in the process of installing a signal at the intersection. The signal will be in operation <br />within 60 days. <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through <br />streets and stop intersections within the City of Colton. At the City's request, TEP, Inc. conducted a <br />warrant analysis on July 25, 2006 and found that interim stop signs are warranted. <br />ANALYSISIDISCUSSION: <br />The intersection of La Cadena Drive and Barton Road does not intersect at a right angle. The <br />intersection is heavily traveled, and traffic traveling westbound on Barton Road experience <br />extended delays. <br />The Public Works Department performed further analysis and study of the intersection. The <br />Department found that the subject intersection met the AWSC vehicular volume warrants. The <br />collision history had more than 5 reported crashes in a 12 -month period. The vehicular volume <br />entering the intersection from (Major Street) La Cadena Drive averaged 1,137 vehicles per hour for <br />an 8 hour period in a day. The (minor street) Barton Road averaged 233 vehicles per hour for an 8 <br />hour period in a day and the 85`h -percentile approach speed of the major traffic is 53 mph. As <br />mentioned, the City is in the process of designing and installing traffic signal at this intersection. <br />Thus, the multi way stop is an interim measure before the installation of the traffic control signal. <br />ORANGE\MMARTIN EZ\28648.1 <br />
