CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 1, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Approve Contract with David Evans and Associates, Inc. for Development <br />of Specific Plan / EIR for Pellisier Ranch / La Loma Hills Area. <br />DATE: August 1, 2006 <br />BACKGROUND: <br />The proposed La Loma Hills / Pellisier Ranch Area Specific Plan project area consists of <br />approximately 1,448 acres of predominantly undeveloped land. The project area is bounded by <br />the Santa Ana River to the north and west, existing single family neighborhoods to the east and the <br />City limits to the southwest. Additionally, the site is bounded by the Colton Landfill to the north. <br />The City of Colton is looking to develop planning and development standards to guide <br />development of the area in the southeast corner of Colton as part of the La Loma Hills / Pellisier <br />Ranch Area Specific Plan. <br />On March 30, 2006, the City of Colton solicited consultant proposals from nineteen qualified <br />planning consultants for the development of the Specific Plan and for the associated CEQA <br />documentation. The consultants were required to provide alternative land use designations that <br />compliment existing land uses and take into consideration the physical characteristics of the <br />Specific Plan area. In addition, the consultants were required to review the existing industrial land <br />uses and provide alternative land use designations and/or development standards encouraging <br />redevelopment of any existing substandard uses. All proposals and accompanying Statement of <br />Qualifications were reviewed by a five member Selection Committee, comprised of City staff. The <br />selection was based on an evaluation of the consultant's understanding of the project, the <br />approach to be undertaken and previously demonstrated ability to successfully complete similar <br />services. <br />DISCUSSION/ANALYSIS: <br />Of the nineteen vendors that were contacted, three responded with proposals: Hogle Ireland and <br />Associates, Michael Brandman and Associates, and David Evans and Associates, Inc. Only <br />Michael Brandman and Associates and David Evans and Associates, Inc. were invited to make a <br />presentation in greater detail to the Selection Committee. Some of the criteria that were utilized to <br />evaluate proposals included: qualifications and relevant experiences; understanding of the project; <br />ability of proposal to show consultant previously made deadlines, worked within contracted costs <br />and completed all tasks successfully; approach to project, scope of work, and schedule; quality of <br />work; and personnel. <br />The Selection Committee chose David Evans and Associates, Inc. (DEA) on a unanimous <br />motion based upon the vision of DEA for the project. DEA has clear competence in the Specific <br />Plan development process, they focused resources early on in the Vision Development, and <br />they have a solid track record bringing forward quality Specific Plans and environmental <br />processing. They clearly documented their knowledge of the challenges that the site presents: <br />landfill, existing light industrial, infrastructure needs, general plan designation, and topography. <br />
