DEA made site visits to the location and had a better vision than the other consultants for the <br />Mixed Use development that the City envisioned for this location. From the site visits, DEA <br />developed an excellent understanding of the opportunities the location offers for the Specific <br />Plan and Mixed Use. Cost was not a determining factor in the selection since this is for consultant <br />services and not a public works project. As part of the development agreement for the specific <br />plan, the City intends to recover some or all of the costs from the developer. <br />Staff contacted three of the six references provided by DEA, and DEA was highly recommended by <br />all of the references. One reference that was contacted was from a project in Ontario (New Model <br />Colony). This project is an example of how DEA has been able to transform a site into a <br />pedestrian friendly development that can accommodate a wide range of housing, retail, and <br />recreational uses. <br />Upon extensive review and analysis of the abilities and qualifications of DEA, staff recommends <br />David Evans and Associates, Inc. to the City Council as the consultant for the Pellisier Ranch / La <br />Loma Hills Area Specific Plan. <br />FINANCIAL IMPACT: <br />The total impact to the General Fund is $543,240, which will be spread over two fiscal years. In FY <br />2006/2007, $300,000 will be expended and is budgeted in account number 100-6300-6301-2350 <br />(Professional Services). In FY 2007/2008, the remaining $243,240 will be budgeted and <br />expended. Expenditures have been broken up in two fiscal years with an anticipated fourteen <br />month project timeline. <br />ENVIRONMENTAL IMPACT: <br />None at this time. The EIR will be evaluated as part of the Specific Plan approval. <br />CONFLICT OF INTEREST: <br />David Evans and Associates, Inc. — David C.
