The environmental determination of the Director of Public Works, <br />or his or her designee, regarding public works projects shall, if required, be subject to the <br />approval of and/or appeal to the City Council only." <br />SECTION 2. Section 18.58.030 of Chapter 18.58 of Title 18 the Colton <br />Municipal Code is hereby amended to read as follows: <br />"Section 18.58.030 — Design Review Procedures. <br />A. Authority. <br />1. The design review committee is authorized to review, approve, <br />deny or conditionally approve all development applications as further described in this section. <br />2. The committee shall be composed of the director of community <br />development who shall appoint ex officio members to the committee to assist him in carrying out <br />the duties of the committee outlined in this section. <br />3. The director may receive recommendations from the committee on <br />all projects described in this section. <br />4. The director may have regularly scheduled meetings of the <br />committee. However, the director may call meetings at his convenience or poll members as the <br />situation may warrant. <br />B. Intent and Purpose. The city finds that a design review process will <br />support the implementation of the general plan, as it stresses quality community design <br />standards. The city further finds that the quality of certain residential, institutional, commercial <br />and industrial uses has a substantial impact upon the visual appeal, environmental soundness, <br />economic stability and property values of the city. This section is not intended to restrict <br />imagination, innovation or variety, but rather to focus on community design principles which can <br />result in creative imaginative solutions for the project and a quality design for the city. The <br />purpose of this procedure is to: <br />1. Recognize the interdependence of land values and aesthetics and <br />provide a method by which the city may implement this interdependence to its benefit; <br />2. Encourage the orderly and harmonious appearance of structures <br />and property within the city along with associated facilities, such as signs, landscaping, parking <br />areas and streets; <br />3. Maintain the public health, safety and general welfare, and <br />property throughout the city; <br />4. Alleviate the burdensome impact of the strict enforcement of <br />regulations pertaining to zoning determinations when these regulations are applied to minor <br />variances and minor subdivisions; <br />5. Provide the potential applicant with a means of having a proposed <br />development concept reviewed prior to submitting a formal application; <br />6. Assist city staff in determining the appropriate document(s) to be <br />prepared under the provisions of the California Environmental Quality Act (CEQA). <br />-2- <br />
