Powers. Notwithstanding other provisions of this code, the committee is <br />granted power to receive, hear and determine applications otherwise within the power and duty <br />of the council, the commission, or other reviewing agencies, on the following matters only: <br />1. Minor Variances. The committee shall have the power to hear and <br />approve, conditionally approve or deny variances from the provisions of the zoning regulations <br />without necessity of public notice of hearing, in the limited situations enumerated below: <br />maximum allowed; a. An increase of up to ten percent of floor area ratio over the <br />b. A ten percent maximum reduction on the front setback, two <br />feet maximum reduction on the side setback, twenty percent maximum reduction on the rear <br />setback, and twenty percent maximum reduction on the separation between buildings; <br />C. Width reduction not exceeding two feet of the amount <br />prescribed for paved vehicular access; <br />area for dwelling units; d. A maximum of five percent reduction of the minimum floor <br />e. Variances pertaining to a maximum height increase of two <br />feet for fences, hedges and walls; <br />f. Allowance for the use of common recreation space as a <br />substitute for private recreation space; <br />g. Area, width and setback reductions up to ten percent of the <br />amount prescribed for service stations; <br />spaces required. h. Reduction of up to ten percent of the amount of parking <br />2. Minor Subdivisions. Where basic criteria for a minor subdivision <br />are met as prescribed by Section 16.20.020 of this code, the committee shall have the power to <br />director of any <br />proposed minor subdivision in the following limited situations and provided no variances are <br />required: <br />a.
