ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEFTLMMK 59 ZUUO <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASE THE CAPITAL <br />IMPROVEMENT BUDGET FOR FISCAL YEAR 2006/2007 IN THE <br />AMOUNT OF $150,000; APPROVE CHANGE ORDER NO.1 FOR <br />3-5 COMPREHENSIVE STROM DRAIN PROJECT PHASE III, IN <br />THE AMOUNT OF $2879348.10 <br />DATE: AUGUST 28, 2006 <br />BACKGROUND: <br />To address the flooding that occurs along Valley Boulevard during periods of sustained rainfall, <br />Comprehensive Storm Drain Plan No. 3 (Project 3-5) was originated in 1973. In 1986, an <br />Engineer's Report, prepared by County Flood Control District staff, suggested twelve possible <br />alignments including retention basins, subsurface storm drains and open channels. However, the <br />proposed alignments were found to environmentally impact the habitat of the Delhi Sands Flower <br />Loving Fly along the extension of Pepper Avenue, south of Slover Avenue. <br />In 1995, the County of San Bernardino and the City of Colton agreed upon a Memorandum of <br />Understanding (MOU) establishing terms and conditions for the design and construction of various <br />transportation, flood control and infrastructure improvements relative to the construction of the <br />Arrowhead Medical Center. The approved agreement called for the construction of a portion of <br />Comprehensive Storm Drain Plan No. 3 (Project 3-5), along Meridian Avenue beginning at Valley <br />Boulevard and ending at San Bernardino Avenue. These improvements were already completed but <br />provided little or no mitigation of the flooding that occurs along Valley Boulevard. <br />The City of Colton further analyzed additional alignments and adopted an alignment method that <br />would not disrupt the habitat of the Delhi Sands Flower Loving Fly as a capital improvement <br />project. On June 6, 2006, the City Council authorized the a award of the construction contract for <br />the Comprehensive Storm Drain 3-5 Project- Phase III to Harris Construction Engineering, Inc. The <br />awarded contract totaled $2,019,411. Phase III of the Comprehensive Storm Drain 3-5 Project will <br />install 2,016 lineal feet of 108" reinforced concrete pipe along Valley Boulevard from Meridian <br />Avenue to Cypress Avenue. The awarded agreement also included installation of manholes, <br />asphalt and concrete removal, asphalt paving, utility protection, and traffic control. <br />ANALYSIS/DISCUSSION: <br />A one hundred (100) feet section of Phase III runs under a Union Pacific Railroad Bridge (east of <br />Hermosa Avenue).
